The group of awardees and awardees of housing for the Urban Development of the Procrear plan through the UVA mechanism assured that they were not only in a situation of inequality with the 499 neighbors who received their awards before them, but also with two other awardees who received their apartment in the same neighborhood but with the original credit mechanism.

As this newspaper was able to find out, the departments that were delivered after the 28 adjusted by UVA were three: two of them in November 2018, which are not adjusted by UVA and one more later, but which is under the system that updates quotas according to inflation.

The group demands that the UVA system be put aside and that the quotas of its properties be adjusted under the same conditions as the rest of the residents of the Procrear neighborhood of Santa Rosa. “Equal homes cannot have a different value, much less such a dissimilar value. They ask that their case not be considered as that of those who took UVA mortgage loans, since they signed up for Procrear in 2015, when the adjustment for UVA did not exist. They explain that the delivery of their housing units was delayed until 2018 and that when they signed the contracts in the Mortgage Bank they had not been informed that this system of adjusting the house fees would be applied.
They maintain that they were taken as “guinea pigs” of the UVA operation during the government of Mauricio Macri and that they are now desperately assisting in the thawing of the quotas, which in certain cases will make the credit unpayable and will force the abandonment of those homes. “If so far there is a null or low percentage of default in the payment of credits, it is simply due to the fact that the installments were frozen or deferred, because otherwise there would be cases of unavoidable non-compliance,” they assured.
A “twisted” program.
The group recalled that in 2015 what are now their homes were already finished, but that the delivery was delayed without logical explanations. El Procrear was a program devised and launched during the second government of Cristina Fernández (2011-2015).
