According to a report by the Ministry of Agriculture and Rural Development, there have been 1,452 outbreaks of African swine fever in 1,103 municipalities in 48 provinces and centrally administered cities across the country since the beginning of the year to date, with a total of 81,030 pigs forced to be killed, 2, 6 times higher than the same period in 2023.
In addition, storms Nos. 3, 4 and 6 caused severe damage to agricultural production in general and livestock production in particular. The African swine fever epidemic and rains are negatively impacting livestock production, food supplies and the consumer price index, especially at the end of the year and the Lunar New Year 2025.
In order to quickly and effectively prevent African swine fever, restore production and ensure food supplies, the Prime Minister calls on ministers, heads of ministerial-level agencies, government agencies and prime ministers to promptly and effectively prevent African swine fever and concentrate people’s committees of provinces and centrally administered cities focuses on the drastic and simultaneous implementation of solutions to prevent and combat African swine fever.
The Chairman of the People’s Committees of Provinces and Centrally Administered Cities shall directly lead the organization of the drastic and synchronous implementation of measures for the prevention and control of African swine fever in accordance with the Secretariat’s instructions in Directive No. 34 -CT/TW dated May 20, 5 on strengthening the leadership and direction for effective implementation of the prevention, control and management of African swine fever, as well as the government’s leadership in Resolution No. 2019/NQ-CP of 42 June 18, in which the government proposed a series of urgent solutions for prevention and combat African swine fever in the spirit of the directive of the Secretariat of the Party Central Committee in Directive No. 6-CT/TW of May 2019, 34 and of the Prime Minister in Directive No. 20/CT-TTg of December 5, 2019, No . 29/CT-TTg dated July 6, 12 and official telegrams No. 2023/CD-TTg dated November 21, 14, No. 7/CD-TTg dated June 2024, 1097 and guidelines from the Ministry of Agriculture and Agricultural Development.
Treat outbreaks completely and prevent new outbreaks from developing
The Prime Minister called on the chairman of the people’s committees of provinces and centrally administered cities to directly direct and mobilize local resources to fully manage outbreaks and prevent the emergence of new outbreaks; Treat and destroy infected, suspicious and dead pigs, and proactively implement measures to support farmers affected by epidemics in accordance with the law. Cases of buying, selling, transporting sick pigs and dumping dead pig carcasses, which spread diseases and pollute the environment, must be promptly identified, prevented and dealt with decisively. Instruct farmers to increase the application of hygiene and disinfection measures in livestock farming areas and surrounding high-risk areas; Promote safe animal husbandry and build disease-free animal housing facilities and areas.
At the same time, municipalities shall review and compile detailed and accurate statistics on the total pig herd and the number of pig herds vaccinated against African swine fever; Based on this, adjust the plan, prioritize the allocation of funds for the central purchase of vaccines, and organize vaccination synchronously and simultaneously in accordance with the Prime Minister’s instructions and the guidelines of the Ministry of Agriculture and Rural Development.
The chairmen of the people’s committees of provinces and cities instruct the Ministry of Agriculture and Rural Development and the people’s committees at all levels to organize and strictly implement disease prevention and control, especially in places where the epidemic is active or there is a threat of one outbreak exists. establishing disease-free livestock chains and areas; Improve and disseminate information in a variety of ways on the danger of African swine fever, the risk of recurrence and spread of the disease, disease prevention measures and the use of the African swine fever vaccine. Feed the pigs as meat in accordance with the instructions of the Ministry of Agriculture and Rural Development.
The chairmen of the people’s committees of provinces and centrally administered cities are responsible to the Prime Minister if an outbreak of African swine fever occurs in the area under their administration.
Successful construction of disease-free areas and facilities for export
The Ministry of Agriculture and Rural Development is leading and coordinating with ministries, branches and municipalities to closely monitor the situation and proactively lead and implement measures to ensure food supplies before, during and after Tet At Ty Lunar New Year 2025. Focus on directing, organizing, directing, promoting and inspecting the prevention and control of animal diseases, especially African swine fever. proactively closely monitor the epidemic situation; Early detection, warning and guidance to carefully control outbreaks to prevent widespread spread of the disease; Instruct and guide communities and businesses to focus on successfully establishing disease-free areas and facilities for export.
Further, allocate means and resources to organize and effectively implement the National African Swine Fever Prevention and Control Plan for the period 2020-2025 in accordance with the assigned tasks and authorities, and request local authorities to urgently approve the implementation, allocate resources and organize the implementation of the content of the National Plan for the Prevention and Control of African Swine Fever for the period 2020 – 2025; Proactively coordinate with international organizations and countries to help Vietnam prevent and control the African swine fever epidemic.
The National Steering Committee to Combat Smuggling, Trade Fraud and Counterfeit Goods (National Steering Committee 389) and the Steering Committee 389 of Provincial and Centrally Administered Cities direct functional forces to strengthen investigations and controls to prevent, promptly detect and strictly deal with those to avoid illegally transporting pigs and pork products from abroad to Vietnam.
The Ministry of Public Security instructs specialized departments to investigate the situation, monitor it and update the list of persons with signs of trafficking, transport and consumption of pigs and products of smuggled pigs or suspected illegal transport. Take steps to educate, mobilize and deter to proactively prevent while focusing on professional response. Coordinate with forces to organize arrests and carry them out strictly in accordance with the law.
The Ministry of Industry and Trade instructs market management forces and relevant units to coordinate with veterinary authorities, police and traffic inspectors to strengthen control, detect violations related to the trade and transportation of pigs and diseased pig products, to immediately prevent and take strict action against animals of unknown origin and not yet quarantined in order to prevent African swine fever and other animal diseases.
The Ministry of Information and Communications directs central and local press agencies to promptly provide information on the epidemic situation and promote propaganda for measures to prevent and control the African swine fever epidemic. Phi allows people to proactively apply disease prevention measures as directed by specialist agencies.
According to the functions and tasks assigned to them, the relevant ministries and branches proactively direct the specialized agencies to coordinate to implement drastic measures to prevent and control African swine fever. At the same time, animal diseases can be effectively controlled, production costs for livestock can be reduced, and consumption of domestically produced animal products can be promoted.
