Prime Minister Elisabeth Borne Uses 49.3 of the Constitution for the 13th Time: Government’s Responsibility for Draft Budget 2024

Elisabeth Borne once again held the government responsible this Wednesday, on the revenue part of the draft budget for 2024, by using article 49.3 of the Constitution for the 13th time since her arrival at Matignon. The country has “need” why “fundamental text”argued the Prime Minister.

“The observation is clear: no opposition group is ready to vote for this finance bill. However, our country needs this budget”, “keystone of our public policies” et “response to the concerns of French people”, justified the head of government before the National Assembly, where she does not have an absolute majority. The 49.3 allows adoption without votebut exposed to a motion of censure.

The France Insoumise group immediately announced that it would table a motion of censure, which however has little chance of succeeding as long as the Republicans do not join in it. “We are awaiting feedback from the PCF and the environmental group”to find out if they join this motion, announced Eric Coquerel, LFI president of the Finance Commission, in a context of strong tension between left-wing groups. “We will not join forces but we will vote for a motion of censure carried by the left”said PS MP Christine Pires Beaune.
