In the real estate scandal with the house on Sofia’s “Chatalja” street, which is located in the ideal center, the Minister of Finance, the MP Daniel Laurer and the company “Intelligent Traffic Systems” are involved. which has distributed much of the 2019 vignettes so far. Last summer, STV Consulting, which was owned by Vassilev before he became a minister, sold Chataldzha’s house to the company for the vignettes.

Daniel Laurer also owns an apartment in the house, who sells it to the owner of the company as an individual. There is a cascade of deals at inexplicably high prices.

In its final stage, the transactions coincide with a proposal by the Ministry of Finance that the distribution of vignettes be regulated by the Law on Public Procurement, and not by the preferences of API. At the public hearing, the company protested that European regulations do not provide for such a regime for vignettes. Thus, they fall out of the PPE project.

Until now, Asen Vassilev has not explained why his subordinate ministry took this step and whether the sale of the house coincided with the changes in the law. Another story is developing with “STV Consulting”. The American citizen and partner in the company, Sebastian Bretschneider, is looking for BGN 5 million, which he lent to a third party, and the company guaranteed the loan with the corresponding collateral. But the company sells the collateral. This is probably the house in question.

The money from the transactions has been withdrawn, very small amounts remain on the company accounts and the company has been declared bankrupt.

The city prosecutor gave the case to the Anti-Corruption Unit, which has 3 months to determine whether a crime has been committed. So far, both Asen Vassilev and Daniel Laurer have given very brief explanations and refused to answer further questions.
