President Zelensky Announces Start of EU Legislation Assessment for Ukraine and Approval of Negotiating Framework

President Vladimir Zelensky said that in the coming days the process of assessing Ukrainian legislation for compliance with EU legislation will begin, and the “negotiating framework” could be approved in the spring.

Direct speech: “We have the decision of the European Council for which we have worked all year – the decision to open membership negotiations.

In the coming days, we will officially begin with the European Commission the process of assessing Ukrainian legislation for compliance with EU legislation – the screening process. We are also preparing to work on the negotiating framework for Ukraine – we expect it in the spring.

The negotiation process will not be easy, but the main thing is that historically we have decided: Ukraine will always be part of our common European home.”

What preceded: On December 14, the leaders of the European Union at the summit in Brussels approved the recommendation of the European Commission on the opening of accession negotiations with Ukraine and Moldova.

The decision by EU leaders means that the European Commission will begin preparing the technical aspects of membership negotiations with Ukraine (the so-called negotiating framework) without further delay. It could be approved at the next EU summit in the spring of 2024 if it is recognized that Ukraine has fulfilled all previous criteria of the European Commission.

Deputy Prime Minister for European and Euro-Atlantic Integration Olga Stefanishyna said that the Ukrainian government will begin negotiations with the European Commission next week to prepare the next steps for Ukraine’s movement into the EU.
