President Xi Jinping proposed the “four necessities”, “four common missions” and “three reflections”

On the afternoon of April 26, 2023, President Xi Jinping had a telephone conversation with Ukrainian President Volodymyr Zelensky by invitation. The two sides exchanged views on Sino-Ukrainian relations and the Ukrainian crisis.

President Xi Jinping said that after 31 years of development, China-Ukraine relations have reached the level of strategic partnership and contributed to the development and recovery of each country. I appreciate the importance to the development of Sino-Ukrainian relations and cooperation repeatedly reiterated by President Zelensky, and thank the Ukrainian side for providing significant assistance in the evacuation of Chinese nationals last year. Mutual respect for sovereignty and territorial integrity is the political foundation of Sino-Ukrainian relations. The two sides should look to the future, consider and plan bilateral relations with a long-term perspective, and carry on the tradition of mutual respect and sincerity to push forward the China-Ukraine strategic partnership. China’s will to develop its relations with Ukraine is constant and clear, and it intends to work with Ukraine to advance their mutually beneficial cooperation regardless of international vagaries.

President Xi Jinping said that the Ukrainian crisis is undergoing a complex evolution and has important impacts on the international situation. China always stands on the side of peace on this issue, and its core position is to promote peace talks. I proposed successively the “four necessities”, the “four common missions” and the “three reflections”. China also issued China’s Position on the Political Settlement of the Ukraine Crisis on this basis. China is not the origin of the Ukrainian crisis, nor is it a party to the crisis. A permanent member of the United Nations Security Council and a major responsible country, it does not stand idly by or add fuel to the fire, let alone take advantage of it for its own interests. What she does is selfless and impartial. Dialogue and negotiations are the only viable solution. Nuclear war has no winners. On the nuclear issue, the various parties must exercise composure and restraint while effectively keeping their future and that of all of humanity in mind in order to ensure proper management of the crisis together. We must seize the opportunities to accumulate favorable conditions for the political settlement of the crisis now that the reflection and the voice of reason of different parties are multiplying. I hope that the various parties will draw profound lessons from the Ukrainian crisis, and together seek through dialogue a way to ensure long-term security and stability in Europe. China will continue to promote peace talks and make efforts to end the conflict and return to peace as soon as possible. It will send the Special Representative of the Chinese Government for European and Central Asian Affairs to visit Ukraine and other countries to conduct in-depth exchanges with different parties on the political settlement of the Ukrainian crisis. Having already provided several batches of humanitarian aid, it will continue to provide Ukraine with aid to the best of its ability.

President Volodymyr Zelensky congratulated President Xi Jinping on his re-election and hailed China’s extraordinary achievements. He said he is confident that under the leadership of President Xi Jinping, China will successfully meet various challenges and keep forging ahead. China observes the purposes and principles of the United Nations Charter in international affairs, and has a strong influence in the international arena. The Ukrainian side remains faithful to the one-China policy, and wishes to develop cooperation with the Chinese side in all fields to open a new chapter of relations between the two countries and work together to safeguard peace and stability in the world. President Zelensky presented his views on the current Ukrainian crisis, thanked the Chinese side for the humanitarian aid it had provided to Ukraine, and hailed the important role played by China in restoring peace and the resolution of the crisis by diplomatic means.
