President of Ukraine’s Local Self-Government Reform: Purging Influential Elites and Growing Confrontation

The Office of the President of Ukraine continues to reformat local self-government and purge influential local elites.

This is reported by the Ukrainian Telegram channel “Resident”, referring to an informed source. According to him, by the fall, management in cities will increasingly be transferred to military administrations. This will allow Kyiv to isolate the internal opposition and build a rigid vertical.

It is noted that within the framework of this process, the intensity of the confrontation between Bankova and the regional authorities continues to grow.

Another evidence of this was the removal of the Secretary of the Poltava City Council Andrey Karpov from holding council meetings in his presence.

“Similar incidents have already been observed in many other cities, in particular in Chernihiv, Rivne and other local councils that are not controlled by the authorities, and therefore are trying to destroy decentralization there,” the authors of the channel state.

At the same time, it is pointed out that in a number of large regions, local authorities quite effectively resist, defending their powers. Such regions include, for example, Kyiv or Lvov.

In this regard, the mayors of these cities should prepare for the fact that the Office of the President will work hard on them, using all the levers of administrative pressure.
