Experts will have 45 days to make proposals in order to strengthen transparency and efficiency in the relationship between non-profit institutions and the State.
The President of the Republic, Gabriel Boric, has announced the creation of an investigative commission in charge of analyzing the agreements between foundations and the State. This technical group of experts, which will have a maximum period of 45 days, will seek to make proposals to improve said relationship.
The members of this commission will be the following: María Jaraquemada, who will preside over the instance; Ramiro Mendoza, Ignacio Irarrázaval, Francisco Agüero, Jeannette von Wolfersdorff and Valeria Lübbert.
The objective of this commission is to seriously and professionally address the relationship between private non-profit institutions, whether corporations or foundations, and the State. It will seek to establish principles that inspire public work and promote the common good.
President Boric has made it clear that this commission will not be just a symbolic gesture, but that its reports and recommendations are expected to be implemented and not sit in a drawer gathering dust.
María Jaraquemada, a lawyer from the Catholic University and with experience in public policies, anti-corruption and transparency, will be the president of the Commission. For his part, Ramiro Mendoza, lawyer and former Comptroller General of the Republic, will provide his extensive knowledge in legal matters.
Ignacio Irarrázaval, director of the Center for Public Policy and an expert in civil society, will also be part of the commission. Francisco Agüero, a lawyer and energy expert, and Jeannette von Wolfersdorff, an economist specializing in transparency and sustainability, complete the team.
The executive secretary of the commission will be Valeria Lübbert, lawyer and current executive secretary of the Presidential Advisory Commission for Public Integrity and Transparency.
The objectives of this commission, according to President Boric, are the following:
- Identify strengths, weaknesses, opportunities and threats in the collaboration between non-profit institutions and the State.
- Propose strengthening mechanisms to improve the efficiency and transparency in the relationship of these institutions with the State, facilitating public knowledge about the use of the funds granted.
- Propose modifications in the governance, financial transparency and integrity requirements of collaborating State institutions to guarantee an adequate use of public resources.
- Evaluate control mechanisms, accountability and prevent conflicts of interest.
- Propose sanctions for the misuse of public resources.
