President Biden Tightens Sanctions on Russia, Bans Import of Russian Fish and Seafood to US

US President Joe Biden signed a decree tightening sanctions against Russia, which amends previous documents that limited the import of a number of Russian goods. This allowed the US Treasury to introduce a ban on the import of specific types of fish and seafood – salmon, cod, pollock and crabs.

The decree is aimed mainly at stopping the possibility of supplying dual-use technologies through third countries, and concerns foreign banks involved in supply transactions for the Russian military-industrial complex that help Russia circumvent sanctions.

Among other things, the new document complements Decree No. 14068, adopted on March 11, 2022, which forbade imports into the United States of non-industrial diamonds produced in Russia, alcoholic beverages, as well as seafood and fish (nothing was said about goods processed in third countries). Specific types of fish were not specified in this decree; they are included in the new document.

Immediately after the release of Biden’s new decree, the US Treasury ordered ban the import of Russian salmon, cod, pollock and crab. Fish that is partly or wholly produced in Russia, or caught in Russian waters or by Russian-flagged vessels is prohibited from being imported into the United States, even if it has been “substantially processed” in third countries.

In 2021, only 4.7 thousand tons of fish, crustaceans, mollusks and other aquatic invertebrates worth $32.8 million were exported to the United States – this is less than a percent of all Russian fish exports. At the same time, large supplies of Russian fish to the United States were transited through third countries, in particular through the Netherlands.
