President Biden pointed out that if Ukraine, which is at war with Russia, joins NATO, this means that NATO and Russia are directly at war.

President Biden said he had been discussing with Ukrainian President Volodymyr Zelensky a plan to provide “security on the same level as the United States provides to Israel” as an alternative to joining NATO. It is said that it can provide Israeli-style security guarantees on the condition that Ukraine and Russia conclude a ceasefire or a peace agreement.

In response, US National Security Adviser Jake Sullivan said at a press briefing on the presidential plane that day that he expects President Biden to discuss this issue at the NATO Summit to be held in Vilnius, Lithuania on the 11th and 12th.

Adviser Sullivan said of the ‘Israeli-style security guarantee’, “the concept that the United States, together with other allies and partners, negotiates long-term security guarantees with Ukraine within a multilateral framework.” It explained that it was providing “cyber support and other forms of material support.”

He said that the details of security guarantees, such as the terms and duration of future aid, would have to be negotiated with Ukraine, and that all of this would be closely coordinated with Congress.

President Zelensky, who has been actively expressing his intention to join NATO, announced that he would seek to join NATO and the European Union once the war is over.

President Zelensky said in an ABC interview that day, “We have already established ourselves in the world. Everyone knows that Ukraine is a country that truly fights for human values, human rights, freedom and democracy,” he said.
