Let me… while we are in the midst of this ancient edifice… representing the will of the people of Egypt… to renew with you the covenant… to complete the process of building the nation… and to realize the aspirations of the great Egyptian nation… in building a modern… democratic state… advanced in science and industry. …and urbanism, agriculture, literature, and the arts, armed with a rich history, unparalleled among the countries… and the resolve of a present, stronger than the mountains… and the hopes of a future that, God willing, will bring… all the good… for our country and our people.
The great people of Egypt,
Since the first day I responded to your call… and sought to realize your will… which you declared clearly, bright and resounding… and we moved together… as one man… to save our homeland… from the clutches of extremism, destruction and collapse… I swore… that Egypt’s security and safety would remain… Its dear people… and achieving development and progress… is my first choice, above all else, through an approach of frankness and participation… regarding all the issues and challenges that we faced, assuring you that the cohesion of our national bloc…
The unity of our people is the first guarantee for bringing this country to the position it deserves.
Perhaps the past few years… have proven that the path to building nations is not strewn with roses… and that the twists and turns of fate… between evil terrorist attempts at home… and sudden global crises abroad… and the fierce international and regional wars around us force us to face challenges… that may not have been met. Of this size and intensity… throughout Egypt’s modern history, these are challenges that we could not have withstood.
If it were not for the legacy of our great people… and the extraordinary efforts they have made, over the past years, to rebuild our country… and strengthen its structure so that we can overcome any difficulties… God willing.
Dear sons of Egypt,
Today’s world… with its escalating challenges: culturally, scientifically, technologically, urbanly, politically and economically… requires us… to pay attention with all our energies… to the fact that we are in a race against time, as continuous progress does not stop to wait for anyone… and we have come a long way. great in a short period of time… facing difficulties and challenges… and realizing that we are challenging ourselves, before anything else, and it is the challenge… that wins.
It always has.. the rare Egyptian metal.. which is increased by the gravity of the challenges.. hardness and strength.
In this context… and in response to the people’s assignment of me… to continue leading the journey of our great nation, I place before you… the most important features and objectives of national action… during the next stage:
First – and at the level of Egypt’s foreign relations, the priority is to protect and preserve Egypt’s national security… in a turbulent regional and international environment… and to continue working… to strengthen balanced relations with all parties in a new world whose features are taking shape… and in which Egypt… plays an indispensable role. To consolidate stability, security, peace, and development.
Secondly – On the political level, completing and deepening the national dialogue during the next stage… and implementing the recommendations that are agreed upon… at various levels: political, economic, social and other, within the framework of strengthening the foundations of political and democratic participation… especially for young people.
Third – Adopting strategies that maximize Egypt’s economic capabilities and resources… and enhance the solidity and flexibility of the Egyptian economy in the face of crises while achieving strong, sustainable and balanced economic growth… and strengthening the role of the private sector as an essential partner in leading development… and focusing on the agriculture, industry, communications and technology sectors. Information… and tourism, and gradually increasing their contribution to the gross domestic product, as well as increasing the area of the agricultural area and production… to contribute to achieving
Food security for Egypt and attracting more local and foreign investments.
To provide millions of sustainable job opportunities while giving priority to local manufacturing programs… to increase exports… and Egypt’s foreign exchange earnings.
Fourth – Adopting comprehensive institutional reform aimed at ensuring financial discipline and achieving sound governance… through rationalizing public spending… enhancing public revenues… and moving towards more sustainable paths.
Public debt, as well as transforming Egypt into a regional center for transport and transit trade, new and renewable energy, green hydrogen and its derivatives, in addition to maximizing the economic role of the Suez Canal.
Fifth – Maximizing the benefit of Egypt’s human resources by increasing the quality of education for our children… as well as continuing to activate programs and initiatives aimed at improving the public health of citizens… and completing the stages of the comprehensive health insurance project.
Sixth – Supporting social safety networks and increasing the proportion of spending on social protection… and increasing allocations for the cash support program “Solidarity and Dignity”, as well as complete completion of the stages of the “Decent Life” initiative… which is the largest development initiative in the history of Egypt, which will achieve a tremendous improvement in the standard of living of citizens. ..in the targeted villages.
Seventh – Continuing to implement the strategic plan for urban development and completing the establishment of new fourth-generation cities… while developing major unplanned areas… and completing the “Housing for All Egyptians” program… which primarily targets… young people and low-income families.

O noble and honorable people,
The construction and strengthening of the foundations of the new republic…is witnessing growth and development every day…with the work and effort made by our hands…and with our insistence…that Egypt has the right to dream…and its people have the right to a decent life…and its nation has the right to a great position among… Nations.
