The Municipal Emergency Operations Committee (COEM) announced the new determinations that will govern in the capital of Santa Cruz from this Thursday, November 25, and that will run until Monday, December 6, where I know They ratify some restrictions and new ones are pointed out that the Santa Cruz residents should take into account. The one that stands out the most is the presentation of the vaccination card, which from now on must be submitted in a mandatory manner.
Another characteristic of the new determinations is that promotional parties are prohibited, as well as events where more than 50 people gather. In addition, the protocol acts for the delivery of bachelor’s degrees will have specific restrictions, according to the Santa Cruz Mayor’s Office.
In this sense, the Secretary of Autonomy of the Mayor’s Office and COEM spokesman, José Luis Santistevan, explained the determinations that must be fulfilled by the population:
1.- From this Thursday, November 25 until Monday, December 6, the permitted hours of circulation of vehicles (including motorcycles and bicycles) and people will be from 05:00 until 02:00 in the morning of the next day.
This schedule also applies to delivery services.
2.- All types of activities, public and private, commercial and services, will be able to pay attention from 05:00 to 01:00 in the morning, that is, one hour before the established circulation schedule.
3.- Promotional parties are prohibited (High school parties and celebrations, revelries, dawns and others that also apply to preschool cycles) because they are massive events and places of exposure to the contagion and spread of the coronavirus.
4.- The protocol and formality acts for the delivery of bachelor’s degrees will be previously authorized by the COEM and they can only be carried out in closed places with an occupancy of 30% capacity and 50% in open places.
In this area, there must be the respective physical distancing and compliance with the protocols approved for each event.
5.- Mass acts and events are strictly prohibited, such as: concerts and artistic festivals of all kinds, performance of artists, crowded parties, mass celebration events and any event that generates crowds.
An agglomeration or mass event is considered when there are 50 or more people gathered.
6.- Forbidden (unauthorized) events will be subject to sanctions established by law and / or immediate closure. In case of causing harm to the health of the population, It will be communicated to the Public Ministry for the initiation of actions according to law for an attack against public health.
7.- Any act of meeting of people allowed in the resolution of the COEM must have prior authorization and must comply with health protocols.
They can only be carried out in closed places with an occupancy of 30% capacity and 50% in open places.
8.- Food courts, restaurants, cafeterias and other food and beverage consumption sites, as well as gyms, sporting, religious, cultural and academic events, shopping centers, supermarkets, markets, financial entities and other commercial activities must serve 30% of his capacity.
However, in open spaces it will be possible to attend to 50% of the capacity, respecting all the protocols approved for each sector.
9.- In commercial establishments Vaccination certificate must be required from workers, suppliers and clients to be attended to, This is a theme that applies to food courts, restaurants, cafeterias, gyms, academic events, shopping centers, supermarkets, markets, financial institutions and places of high attendance of people.
10.- Food courts, restaurants, cafeterias and other food consumption sites may serve with alcoholic beverages only to accompany meals, where customers may only be without a mask at the tables, which must have a maximum of eight people with a distance of 1.5 meters.
11.- The clubs, bars and nightclubs in general will only be able to attend with 30% of capacity and customers or consConsumers can only be without a mask at their respective tables, which cannot exceed the limit of eight people, measures similar to those of the gastronomic sector.
The sale of beverages will be allowed with prior authorization from the COEM.
12.- Academic events that carry out educational training must not only adhere to the specified hours, but must also have a maximum capacity of 30% of their capacity, respecting physical distancing and complying with biosafety protocols.
13.- Meetings or family events are allowed as long as they are not massive, but they must also be authorized by the COEM, from where the biosafety protocols must be approved.
Compliance with measures will not only be controlled by the members of the COEM, but will also receive support from the Police and the Public Ministry.
