In line with its carbon neutrality goals by 2050, the City of Montreal has adopted the Regulation respecting the disclosure and rating of greenhouse gas emissions from large buildings (21-042), also known as the “Rules.” This regulation requires owners of large buildings in Montreal to disclose information about the sources and quantities of energy consumed by their buildings to the City.

The Regulation is being implemented gradually, with different deadlines for different types of buildings. For buildings with an area of 5000 m² to 14,999 m² or 50 units or more (including condominiums), the declaration of 2022 data must be submitted no later than June 30, 2023. For buildings with an area of 2000 m² and more, or 25 to 49 dwellings (including condominiums), the declaration of 2023 data must be submitted no later than June 30, 2024.

The data must be declared according to the methods defined in Appendix B of the Regulation. The City aims to better understand the quantity of greenhouse gases (GHGs) produced by these large buildings through this measure. The By-law also states that the City will eventually assign a “GHG emissions performance rating” to each building, which must be displayed by the owner and will be published on the City’s website.
