The Emirates Committees have completed their preparations and readiness for the 2023 Federal National Council elections, with the aim of supporting the electoral process in all its aspects and providing all the necessary factors for the success of the next electoral cycle, and to ensure the implementation of an electoral cycle characterized by the highest standards of accuracy, integrity and transparency. This reinforces the successes achieved during the previous four electoral cycles.
The National Elections Committee had approved the formation of the “UAE committees” for the Federal National Council elections 2023 in a previous meeting, which includes drawing up the general framework for the electoral process and general supervision of the conduct of the elections, approving the formation of sub-committees and defining their tasks and specializations, and contributing to awareness-raising and education efforts related to Elections and setting guidelines for the conduct of the electoral process.
His Excellency Tariq Hilal Lootah – Undersecretary of the Ministry of State for Federal National Council Affairs, member of the National Elections Committee, and head of the National Elections Committee Secretariat – confirmed that the formation of the UAE committees is an important step in the process of continuous work to ensure excellence in organizing the fifth round of the Federal National Council elections. Given the pivotal and active role played by the UAE committees in managing the electoral process.
Lootah pointed to the significant role played by the UAE committees in the success of the previous four electoral cycles, while emphasizing the great importance of them in the next electoral cycle, as they constitute a link between citizens in the emirate and the electoral administration represented by the National Elections Committee and its sub-committees. By establishing the best mechanisms to coordinate between them with regard to technical, technical and administrative matters related to the conduct of the electoral process in each emirate.
His Excellency Tariq Lootah also praised the extent of competence and experience enjoyed by the members of the Emirates Committees, which ensures a distinguished level of performance in line with the aspirations and directions of our wise leadership, which always stresses the importance of employing all capabilities and capabilities to achieve leadership in all fields and at all levels.
It is noteworthy that the Emirates committees are formed at the rate of a committee in each emirate, and it includes representatives from the Ruler’s Court, the police and the municipality, in addition to personalities from the private sector, provided that the Ruler’s Court selects a chairperson for the committee from among its members. The Emirate Committee may form sub-committees affiliated to it to assist it in performing the tasks entrusted to it, after the approval of the Election Management Committee.
The tasks of the Emirate Committee are summarized in several functions, the most important of which are: providing the forms for the electoral process, coordinating with the Emirate Municipality to determine the electoral campaign locations for the candidates, proposing the headquarters of the polling centers committees in the Emirate in coordination with the Election Management Committee, determining the locations for holding seminars and meetings conducted by the candidates, and receiving applications for candidacy. Monitoring the application of electoral campaign rules in the emirate and submitting reports and observations regarding any violation to the Election Management Committee, in addition to receiving the final electoral college list from the National Elections Committee, and providing the candidates with it if they so request.
It is noteworthy that the National Elections Committee was reconstituted in August 2022, headed by His Excellency Abdul Rahman bin Muhammad Al Owais, Minister of State for Federal National Council Affairs, and it has the necessary powers to supervise the electoral process in all its aspects.
The committee determines the financial appropriations necessary for the electoral process and works to include it within the state’s general budget, determines the electoral centers in each emirate, determines the day for the elections to be held in each emirate, the method of taking voter votes, considers and adjudicates electoral appeals, and follows up on adherence to the codes of honor related to the elections.

The Abu Dhabi Emirate Committee includes: His Excellency Saif Ali Saif Al Qubaisi, Chairman, and the membership of Brigadier General Hamid Muhammad Al Hajri, His Excellency Ahmed Fadel Al Muhairbi, His Excellency Eng. Al-Ghafli, Mr. Ahmed Abdullah Al-Marar, and Mr. Abdullah Ibrahim Al-Marzouqi.
The Abu Dhabi Chamber of Commerce and Industry building has been identified as the headquarters of the Abu Dhabi Emirate Committee, which will operate from Monday to Thursday from 7:30 am to 3:30 pm and on Friday from 7:30 am to 12 noon.
The Dubai Committee includes: His Excellency Issa Muhammad Khalifa Al Mutaiwee, Chairman, and the membership of His Excellency Wissam Al Abbas Hussain Lootah, Mr. Rashid Ahmed Rashid Al Jumairi Al Muhairi, Mr. Dr. Ali Ahmed Thani Bin Abboud, Mr. Saif Omar Al Dalil Al Rumaithi, Mr. Khalifa Thani Ahmed Bin Aboud Al Falasi, and Ms. Sumaya Khalifa Ahmed bin Hammad.
The Dubai World Trade Center (Hatta Hall) has been identified as the headquarters of the Dubai Emirate Committee, which will operate from Monday to Thursday from 8:00 am to 4:00 pm and on Friday from 8:00 am to 12 noon.
While the Sharjah Committee includes: His Excellency Counselor Issa Saif bin Handal, Chairman, and the membership of His Excellency Ahmed Hamad Al-Suwaidi, Brigadier General Ibrahim Musabah Al-Ajel, Ms. Haya Muhammad Al-Salman, and Mr. Abdul Rahman Saeed bin Shaheen Al-Suwaidi.
The headquarters of the Advisory Council has been identified as the headquarters of the Sharjah Emirate Committee, which will operate from Monday to Thursday from 8:00 am to 3:30 pm.
The Ajman Committee includes: His Excellency Rashid Abdul Rahman Binjubran Al Suwaidi, Chairman, and the membership of Mr. Rashid Khalfan Badr, Colonel Youssef Ahmed Sultan Al Ajmani, Mr. Abdul Rahman Rashid Al Nuaimi, and Ms. Sheikha Abdullah Saeed Al Nuaimi.
The Sheikh Humaid Hall in the Ajman Museum has been identified as the headquarters of the Ajman Emirate Committee, which will operate from Monday to Thursday from 8:00 am to 4:00 pm and on Friday from 8:00 am to 12 noon.
The Umm Al Quwain Committee includes: His Excellency Counselor Rashid Juma Humaid Al Ali, Chairman, and the membership of Colonel Obaid Ali Fadel bin Fadel Al Ghafli, Mr. Ahmed Tayyeb Muhammad Saleh Al Bukasha, and Mr. Diaa Sultan Hamid bin Rabia Al Ali.
