PP-DB proposed to GERB to sign a political agreement that would regulate the relations and priorities between the two formations until the end of the full four-year management mandate. The offer comes at a time of heightened tension over the upcoming government rotation.
“We decided to make a change of approach – we have drawn up a memorandum which is our initial negotiating position. When we finalize it, it should become a contract”said the co-chairman of “We continue the change – Democratic Bulgaria” Kiril Petkov after the meeting of the parliamentary group of the coalition on Tuesday.
The document is called “Memorandum on the continuation of reforms in the field of effective governance, justice, anti-corruption and security in the period March 2024 – December 2024.” and contains the PP-DB’s vision of the state’s priorities until the end of the year.
The document contains four aspects, the most important of which is for regulators, Petkov said.
The PP-DB coalition proposes drawing up a public schedule for filling in the regulators and rules for bearing political responsibility by the parties to the agreement for their nominations.
“We have a very clear proposal to our colleagues from GERB, that first a very transparent procedure must be passed for each nomination with an integrity test, a check for corruption. Once we go through this difficult procedure, the distribution between us and GERB-SDS to be equal. This means that if someone decides to recognize a candidate from a public organization or from another political party, it is done through an MP from PP-DB or GERB-SDS and this nomination is conducted as part of the group of that party. The last it is a step for the two powers to be able to veto the nomination of the other party if during the checks it turns out that this nomination will harm the reputation of the institutionPetkov said.
He clarified that the veto can only be imposed on the basis of objective data about the candidates.
In response to a reporter’s question, Petkov added that if GERB decides to nominate a candidate for DPS and he passes all the checks, the responsibility for him will be GERB.
“Our conversations with the management partners are becoming increasingly difficult and backstage. We have drawn up a memorandum to be signed by the political leaders, Nikolay Denkov and Maria Gabriel,” said the PP-DB co-chairman.
According to him, the main goal is to smoothly carry out the rotation in 9 months, but to lay the foundations of stable management and reforms for the next four years.
If GERB refuses to sign the memorandum, the alternative is holding early parliamentary elections in June – together with the European ones. The political documents that PP-DB will propose to GERB will be public.
“If reaching an understanding turns out to be impossible, the two sides (in the administration) agree to hold early parliamentary elections together with the elections for the European Parliament in order to reduce the risk of political instability and Bulgaria’s deviation from the pro-European path,” added Kiril Petkov .
In his words, PP-DB and GERB-SDS should not only talk about this rotation in March, but about the next rotations for the next four years.
“We propose that Maria Gabriel then return as foreign minister when Nikolay Denkov becomes prime minister again. Let’s have mirror rotations. In order to have stability for the next four years,” said Petkov.
He explicitly insists that this is not an ultimatum to GERB and there are no red lines.
“On March 6, Nikolay Denkov will resign. We do not see many good alternatives for Bulgaria, other than the continuation of these rotations. We will do everything in our power to have Maria Gabriel as prime minister. If not, we will propose to our partners that the elections be 2 in 1, so as not to avoid spending money and elections,” said Petkov.
By July, new laws for the special services
The document details the goals of the reforms in a number of areas such as the judiciary, immediate election of the members of the Commission for the Prevention of Corruption, security services, measures to increase confidence in the electoral process, and the continuation of e-government reforms.
In a special chapter of the memorandum, the PP-DB proposes that the legislation for the reform of the special services be adopted by July, and then proceed with the reform of their composition.
We propose an effective mechanism for the management of special services by the executive branch, as constitutionally mandated. The process must be two-stage, and the changes in the laws must be adopted by July in order for everything else to happen,” said PP-DB co-chairman Atanas Atanasov.
“Undoubtedly, we need a reformist government in order for reforms to take place in the special services, regulators and the judicial system. This is a basic condition for the continuation of this management formula,” said the other coalition co-chairman Hristo Ivanov.
The PP-DB will insist on the adoption of additional measures in connection with the revelations of illegal dependencies in the judicial system, which would allow the full functioning of the temporary parliamentary commission for the murdered Martin Bojanov – the Notary.
Hristo Ivanov pointed out that it is very important for the public to be convinced of the qualities of the people who will lead the new Anti-Corruption Commission.
“The cases with the Notary and the Eight Dwarfs showed that there were no bodies to investigate, which is precisely why the Anti-Corruption Commission was created. We also see abuse of investigative secrecy during the time of Geshev and Tsatsarov.
