POUILLY-EN-AUXOIS: Minister Marc Fesneau welcomes initiatives around the France Services area

Having the particularity of being managed by an association, the space dedicated to the public services of the daily Pouilly-en-Auxois received this Tuesday, August 31, the visit of Marc Fesneau, welcomed by Senator François Patriat.

Back from a trip to the Grand Est region this Tuesday, August 31, Marc Fesneau (Modem), Minister Delegate to the Prime Minister, in charge of Relations with Parliament and Citizen Participation, made a detour to stop in Pouilly -in-Auxois and visit a France Services area guided by François Patriat, LREM senator from Côte-d’Or.

The minister was welcomed by Éric Piesvaux, mayor of Pouilly-en-Auxois, and Fabien Sudry, prefect of Côte-d’Or. The delegation also included parliamentarians Yolaine de Courson (related to Modem), Rémi Delatte (LR), Fadila Khattabi (LREM), Didier Martin (LREM), Didier Paris (LREM) as well as Patrick Molinoz (PRG), vice-chairman of the board Bourgogne-Franche-Comté Regional Council, Laurence Porte (LCOP), Vice-President of the Côte-d’Or Departmental Council, Pierre Poillot (PS), Côte-d’Or Departmental Councilor, François Deseille (Modem), vice-president of Dijon Métropole, Yves Courtot, president of the community of communes of Pouily-en-Auxois-Bligny-sur-Ouche, and Muriel Porteous, sub-prefect of the district of Beaune.

11,000 people passed through the vaccination center

Between the town hall and the Espace Jean-Claude Patriarche, the minister made another detour, of a few meters this time, to discuss with Doctor Katia Mazalovic within the local vaccination center installed by the prefecture and the ARS in Pouilly-en-Auxois.

Since the start of the vaccine campaign, around 11,000 people have been vaccinated against Covid-19, in a population basin of 9,000 inhabitants.

Soon fifteen France Services spaces in Côte-d’Or

According to the government’s watchword, the network of structures labeled France Services is “public services near you”. A one-stop-shop supports day-to-day administrative procedures (health, family, retirement, tax, housing, employment, etc.).

To obtain the label, the structure must provide access to a defined list of public services: general directorate of public finance, Ministry of the Interior, Ministry of Justice, La Poste, Pôle emploi, National family allowances fund, Insurance health, retirement insurance and agricultural social mutuality. In addition, partner communities can deploy additional services.

To date, the Côte-d’Or has twelve France Services spaces. Soon, labeling will take place in Ruffey-lès-Echirey, Nolay and Saint-Jean-de-Losne. The social centers will then be in a position to manage seven of these spaces.

Associative management

The Agora association, which manages the intercommunal social center, has therefore been awarded the France Services label for the two spaces of Pouilly-en-Auxois and Bligny-sur-Ouche.

The minister was welcomed by Rosa Araujo, vice-president of Agora, Julie Malherbe, director, Sarah Luisi, coordinator of the two spaces, and Odile Goizet, president of the Federation of Social Centers of Côte-d’Or.

According to Julie Malherbe, the France Services space in Pouilly-sur-Ouche processes around 60 requests each month. The director notes many requests for support for digital uses. Most of the requests relate to employment, retirement without forgetting what relates to the gray cards or driving license.

The social center occupies an intermunicipal building which is currently undergoing expansion and energy renovation work. The budget amounts to 600,000 euros. The Department finances 40%, the Region 30%, the State (via the DETR) 20% and the EPCI (equity) 10%. The site will be completed in the third quarter of 2022.

“It’s interesting to show the diversity of initiatives”

According to Marc Fesneau, the purpose of this visit was “to show the will of the State – thanks to local communities and associative actors – to strengthen the presence in the territories”.

“The yellow vests crisis was also a crisis of the feeling of abandonment of a certain number of territories and of a certain number of citizens who felt they no longer had access to services,” said the minister.

Faced with the associative management both of the social center and of the France Services space, Marc Fesneau praised “the initiative of local elected officials” and, more generally, “the capacity of a certain number of communities to invent systems that meet people’s needs ”.

However, the Minister of Citizen Participation does not envisage a generalization of such a modality: “I find that interesting but, if we want to respect territorial differentiation, everyone has to organize themselves as they want. Here, it’s like that. I have the soul of a local elected official. I was mayor and president of EPCI. At home, it was a traveling house in a motorhome. It works if it matches the way people are organized. (…) It’s interesting to show the diversity of initiatives. The role of the State is to let initiatives breathe ”.
