The Ministry of Justice will hold an amnesty review committee on the 9th ahead of the ‘8/15 special pardon’, the third special pardon after the launch of the Yoon Seok-yeol government. There is a prospect that businessmen who were previously excluded from the New Year’s special pardon will be listed on the list of pardons and lottery targets. The government is said to be considering including small business owners who were punished for violating quarantine rules during the corona pandemic in the subject of this special pardon.

Summarizing the coverage of this magazine on the 6th, it is reported that former head of Samsung Electronics’ future strategy office Ji-seong Choi and former deputy head of future strategy office Jang Chung-gi are being reviewed for special pardons for this Liberation Day.

The two were prosecuted for the ‘Choi Soon-sil (Choi Seo-won after renaming) case’ in 2016, and were sentenced to 2 years and 6 months in prison each in 2021, and were released on parole in March of last year. Samsung Electronics Vice Chairman Lee Jae-yong, who was indicted along with them, served his sentence after being released on parole in August 2021, and was reinstated during the Liberation Day special envoy last year.

Ahn Jong-beom, former senior presidential secretary for policy coordination at the Blue House, and Kim Jong, former second vice minister of culture, sports and tourism, are also reportedly being considered for amnesty. Former Chief Ahn and former Vice Minister Kim were indicted on charges of abuse of authority in relation to the ‘Choi Soon-sil case’ and were sentenced to 4 years in prison and 2 years in prison, respectively.

In addition, Hong Wan-seon, former head of the National Pension Service Fund Management Headquarters, is also mentioned as a target for pardon. Hong was prosecuted for influencing the National Pension Service to favor the merger of Samsung C&T and Cheil Industries in 2015, was sentenced to two years and six months in prison by the Supreme Court in April last year, and released on parole in January this year.

The business world is also looking forward to amnesty for Lee Joong-geun, founder of Booyoung Group, and Park Chan-gu, honorary chairman of Kumho Petrochemical Group. They were also mentioned in the New Year’s special pardon this year, but they were not included in the final list.

Attention is focusing on whether Kim Tae-woo, former head of Gangseo-gu, Seoul, will also be included in the pardon. Former district chief Kim was accused of leaking official secrets after exposing the ‘blacklist suspicion’ as a member of the Blue House special inspection team during the Moon Jae-in administration. In May of last year, he lost his post as mayor when the Supreme Court confirmed a one-year prison term and two-year probation. In the passport, former district chief Kim proposed an amnesty and reinstatement to the presidential office last month, saying that a public interest report that exposed corruption within the Moon Jae-in administration could not be regarded as a crime.

The amnesty review committee consists of a total of nine members, including four internal personnel from the judicial affairs and prosecution, including Justice Minister Han Dong-hoon, and five external members. The pardon review committee reviews and selects pardon subjects and reports them to President Yoon. If President Yoon authorizes it, it will be confirmed through a resolution of the State Council. The recipients of the amnesty are expected to be announced just before Liberation Day.
