Tacna: negotiated for “Emergency”

The crisis of hundreds or thousands of undocumented citizens, mostly Venezuelans, who want to enter Peru through the southern border, coming from Chile, does not have when to end. Rather, it seems to be getting worse.

Let us grant the option, unpopular, undesirable, expensive, to be granted in some Peruvian territory, transitory lodging to these people. Without a doubt, with serious damage to the economy of the regional or central government!

Who would be in charge of these shelters?

Is it true, as it begins to sound insistently, that the chosen place would be a piece of land where the Santa Rosa migration control booth was once located, 2 kms. of the current building on the border?

That area would have to be leased or purchased. And who would? And charged to what funds?

The Foreign Ministry only has competence for foreign affairs, it could not intervene much.

INPE (Justice) is out because they are not prisons.

PNP (Interior), does not manage shelters or shelters or temporary stations.

Nothing more and nothing less than the National Immigration Superintendence, which knows something about the matter referring to foreigners who must be in the country, for an exact time, and then leave Peru.

In a document from the Comptroller General of the Republic, Mr. García Chunga is charged with the irregular purchase of land (Migrations) and furniture (ONPE).

Needless to say that due to an emergency, purchases would be direct and without a market study to compare prices.

Mr. García Chunga, with an evident Latin Americanist sense, has been an employee of the NGO Unión Venezolana which, obviously, has an interest in his compatriots.

It can be deduced, from a dispassionate reading, that this official who was the right hand of the former head of Migrations, Roxana del Aguila, during whose tenure all the tenders were won by IN Groupe, the French passport monopoly, has serious questions and processes administrative.

Would it be the commissioner for Peru to lead the entire administrative and logistical process of this kind of humanitarian aid with foreigners in Tacna?

Chile should have a ship that takes the Venezuelans stationed in Arica with the help of the IOM and UNHCR, directly to Venezuela.

Peru could do the same: take the migrants stationed in Tacna and who are harming the people of Tacna, to Ilo to ship them to Venezuela, also with the help of the IOM and UNHCR.

We avoid possible and adventurous negotiated by emergencies that are manufactured with the ingenuity of experts in how to get around the State.

The news came that in Coquimbo, Chile, a police officer shot a Venezuelan with the unfortunate result of his death. This person would have tried to avoid police intervention.
