Spinning in Torre Tagle!
A storm of changes, some inexplicable, has happened in the Foreign Ministry. Like a top, the spins are successive and very fast.
They have just placed Ambassador Gonzalo Gutiérrez Reinel, who in the past was the protagonist of a controversial and controversial promotion process, no less than director of the Diplomatic Academy. Will there be homogeneity or more exclusion than before?
The “rotations” of officials, among which are: MC Giancarlo Gálvez and MC Marco Alvarado (from the Foreign Minister’s Cabinet to the Directorate of Economic Promotion); Minister María Arce (from the Directorate General for Europe to the Directorate of Strategic Planning); Ricardo Ynouye (ceased to be director of the Press).
Some journalistic questions that investigate whether the institutional structure works:
– How many ambassadors and officials have phantom advisory positions, where they receive a salary plus a responsibility bonus, without going to the Ministry?
– How many officials have advisory positions compared to the universe of positions and in what categories?
– What follow-up is done with respect to ambassadors who are suspended when they are abroad, so that they do not continue using embassy goods and services?
– When an ambassador is going to be appointed, can he use the goods and services of the venue before assuming office?
– When the functions are terminated, can he continue to use the goods and services of the embassy despite the fact that his termination date has already been verified?
– Why is it justified that they have appointed ambassadors in consular posts such as NY, Barcelona, among others and not officials of other categories such as ministers?
– Why do trips at the Chancellor’s level demand a deployment of officials from the press office -boss and even cameramen- which did not happen before?
– Why are there embassies without bosses for months that are directed by their seconds?
– How many disciplinary processes are also referred to the Attorney General’s Office so that the criminal action can be continued?
– What are the reasons for the service’s needs to maintain retired ambassadors, as political ambassadors in various countries, such as Kuwait or India?
– What are the reasons that justify that there are two ambassadors appointed as representatives before ICAO in Canada, when that does not happen neither in the OAS nor in the UN?
– Why are officials with the category of Directors designated as Directors, and ministers as General Directors when there are even ambassadors who are only advisors?
– To what extent can one speak of a control mechanism by the account manager in a foreign mission, who is second to the embassy, when he depends on the ambassador for his qualification?
Nobody says anything. Nor are there any ambassadors who meet the conditions to fill missions that are headless or will soon be headless, such as the OAS, Norway, Canada, the United Kingdom, and Italy.
Why does Ambassador Higueras travel to India, South Korea and Australia? Do we have to be far from where they burn the potatoes?
There is an institutional degradation. In order to cover two sacred ambassadors, the former Foreign Minister Néstor Popolizio and Hugo de Zela and free them of all guilt in the media plot against their colleague Fortunato Quesada on the Israel issue, they were exonerated of any responsibility.
The plot was accredited by the Foreign Ministry itself and thus it was made public.
This shows the loss of values and principles.
Just as very serious errors were recognized, they also had to amend them. Some are treated with one type of measure, another: they threw him out on the street! Is there no one in the Foreign Ministry who can explain this absurdity?
I asked Ambassador Quesada for his opinion and he said: “Foreign Minister Gervasi, with all due respect, it is inadmissible to deny the request for an appointment, requested last February, when the Legal office is not the ministerial office. In addition, no one is demanding the review of the PAD but, on the contrary, there is irrefutable evidence that appeared after my unjust dismissal that clearly demonstrates that the conspiracy existed.
Assume your political, professional and institutional justice responsibility so that the Foreign Ministry can once again have the prestige lost due to the illegal actions of four officials. Torre Tagle is above the mistakes made and his example must prevail”, concluded the diplomat.
