Portes de France-Thionville Urban Community’s Ecological and Energy Transformation: PCAET Plan to Combat Climate Change and Achieve Carbon Neutrality

Faced with climate change, the Portes de France-Thionville urban community (CAPFT) must initiate its ecological and energy transformation. During the last Agglo council in September, elected officials validated the PCAET or Territorial Climate-Air-Energy Plan, i.e. 36 actions broken down into measures and grouped under eight strategic axes to be put in place by 2029: “A strong culture common to effectively mobilize all stakeholders; strong intermodality and the development of cross-border alternatives; territorial reindustrialization that meets climate challenges; sobriety in uses and efficiently renovated housing; better water management, preserved natural heritage and agriculture that continues its ecological transition; exemplary communities; a developed circular economy and more local consumption.”

5.7 tonnes of CO2 equivalent per inhabitant

Through this local planning tool, the challenge is to contribute to the global fight against climate change and to France’s carbon neutrality by reducing greenhouse gas emissions. In the CAPFT territory, “they are estimated at 5.7 tonnes of CO2 equivalent per inhabitant (in France, 6.6 tonnes per inhabitant)”. They come mainly from “the road transport sector (44%), followed by residential and tertiary buildings (34%), then industry (18%). The territory consumes 32 MWh/inhabitant (a level higher than France with 24 MWh/inhabitant), of which 69% comes from fossil fuels (79% for France).” Energy consumption must be reduced by 28% by 2030 and by 53% by 2050. The share of energy production from local and renewable resources must represent 30% of consumption in 2030 and 76%. in 2050.

Next step for the Agglomeration’s PCAET: the State’s opinion. “We will make adjustments if necessary before the public consultation which should take place by the end of this year,” specifies Bernard Veinnant, mayor of Basse-Ham, and vice-president of the Agglo in charge of ecological transition and new mobility. The commissioning of the plan is planned for spring 2024.
