A bill for “universal access to a quality public hospital service” will be filed Wednesday with the Constitutional Council in order to open a referendum of shared initiative on this text, announced Monday the association which is at the origin of it.
First step taken for the collective “Our hospital is you”: 203 deputies and senators “from 11 political groups” gave their support to its referendum project, more than the 185 required to table the bill on the office of the Sages of the Royal Palace.
What will be done “Wednesday at 1:30 pm” specifies in a statement the association, which will then hold a press conference in front of the Constitutional Council.
The institution will then have “one month to verify the number of signatories, the object of the text and its conformity with the Constitution”.
Available on the collective’s website, the bill includes 11 articles aimed at “really allocate the necessary resources to care”, in particular “in terms of beds and caregivers”, as well as “define the fair methods of financing the hospital” and “democratize its governance”.
If the Sages validate it, “the text of the law may be submitted for the approval of the French “ for 9 months, i.e. until May 2022, thus offering the instigators of the referendum the opportunity to influence the presidential election.
These include the Inter-Hospital and Inter-Emergency healthcare groups, but also Emmaus, Médecins du Monde, the Salvation Army and Oxfam.
The hardest part would however remain to come: for their text to be examined by Parliament, it would have to obtain 4.8 million signatures, or 10% of the electorate.
To date, the only shared initiative referendum authorized by the Constitutional Council has ended in failure: in March 2020, less than 1.1 million people had opposed the privatization of Aéroports de Paris.
