Police Unions Call for Ticketing Pause in Protest for Early Retirement Scheme

Police unions are calling on officers not to issue fines for minor offenses from next Tuesday. Talks with employers and the cabinet about the Early Retirement Scheme (RVU) have stalled.

The unions had given the outgoing Minister Schouten an ultimatum (Poverty Policy, Participation and Pensions) to create an attractive early retirement scheme by Tuesday. “No response has been received,” said a spokesman for the unions and the project director of the Police Action group. “The negotiations have come to a standstill, which is why we have now decided to call on our members to take action.”

There is no fine, but a receipt with information

Instead of a fine, officers involved in the campaign will give violators a ticket with information about their activity. Examples of minor offenses include cycling without lights, urinating in public and public intoxication.

A spokesperson for Minister Schouten told NOS that he would invite employers and employees “in the short term” for further discussions “on how the retirement age can be reached in a healthy way”. The spokesperson did not provide an exact date.

Serious calls

The RVU is a scheme that comes from the 2019 Pension Agreement, which is intended for demanding professions. Those who qualify for the RVU can stop working three years earlier. But, there is a lot dissatisfaction about the detailed terms of the scheme. According to trade unions, too many people are short of money at the end of the month due to the scheme.

“Apparently it takes a lot to convince employers and politicians that policing is hard work,” said a statement from Politie in Actie. “It seems necessary that decision makers and policy makers not only hearing but also feeling. Where it hurts them the most: in their wallets,” the unions said.

No expiration date increments

The unions say they will continue the action until there is a result. “If necessary, we will increase the pressure further and the tone of the actions will be even tougher.”

The unions say that it is up to the officers themselves to decide whether to issue a fine or a ‘motivation ticket’.
