In practice, an officer who is of the opinion that he has discovered a lockdown party will always first call the prosecutor on duty before he raid.
For the sake of completeness, the police may of course always enter with a search warrant of an investigating judge, but that only happens in judicial investigations. These are investigations into suspects of serious crimes. That is usually not the case when catching lockdown parties.
