Hisuian Pokémon can be Hisui variants of Pokémon from previous generations as well as new evolutions for Pokémon like Scyther and Stantler.
Hisuian Voltorb was the first Hisui variant added to Pokémon. Its debut was part of the in-game celebrations for the release of Pokémon Legends: Arceus on Nintendo Switch.

Hisuian Pokémon in Pokémon Go Explained
Hisuian Pokémon are just like Alolan on Galarian Pokémon regional variants of Pokémon from previous generations. This means that they may look different or have certain other features in which they differ from their original versions.
Hisuian Pokémon were first seen in Pokémon Legends: Arceus, in which players explore the Hisui region. Hundreds of years later, this area is better known as Sinnoh from Pokémon Diamond and Pearl.
In Legends: Arceus, some of these Hisuian Pokémon can only be captured by meeting special requirements with a Pokémon from a previous generation and evolving it in a specific way. Stantler evolve into the new Wyrdeer for example. However, only two Hisuian Pokémon have been released in Pokémon Go at the time of writing, so we don’t know yet how this will translate to the mobile game.
In Pokémon Go, Hisuian Pokémon are a type of Pokémon Forme, just like Burmy, for example, has a different appearance depending on where you encounter it.
Fortunately, Hisuian Pokémon have the same candy needed as their standard versions. This means that if you have enough candy to evolve a Kanto Voltorb into an Electrode, you can do the same with a Hisuian Voltorb.

How to catch the available Hisuain Pokémon in Pokémon Go
At the time of writing, only two Hisuian Pokémon are available in Pokémon Go: Hisuian Voltorb and Hisuian Electrode.
Hisuian Voltorb has already appeared in the wild during certain in-game events, and to get a Hisuian Electrode you need to evolve a Hisuian Voltorb with 50 Voltorb candy.
