Kherson and Zaporozhye will remain Ukraine. The Armed Forces of Ukraine will rigidly liberate their territories, no matter what names the occupiers come up with for them.

“For the international community, the Kherson and Zaporozhye regions will remain the territory of Ukraine. In particular, in the issue of using Western weapons to liberate Ukrainian lands,” Podolyak stressed.
He added that for Ukraine, any attempts to legalize the loot and hang the Russian tricolor will not change anything absolute.
