The incoming mayor of Rotterdam, Carola Schouten, can prepare herself, because Rotterdam is not an easy city to govern. That is what the people of Rotterdam say themselves and also what outgoing mayor Aboutaleb said yesterday during his farewell. Although Schouten knows the city well, and according to the city council also fits in well, her task is complex.
