Plevneliev: Populist President Radev raped the Constitution

We are witnessing another rape of the Constitution by the populist President Rumen Radev, who will stop at nothing in his battle for power and re-election.

We have seen in the past how the president brutally trampled on the Constitution when he demanded the resignations of the chief prosecutor and the current prime minister, even though it does not give him that right.

We have seen in the past how the president went to the 44th National Assembly in the last days to say that the real parliament is not there, but on the street. With this, he not only literally trampled on the spirit and text of the Constitution, but also the democratic statehood.

We are witnessing how, from day one, President Radev has not complied with the basic law in the part that commands him to be the president of all Bulgarians, to represent them and to seek a balance between the various groups in society.

We are witnessing how Rumen Radev is constantly inventing various occasions, fighting some battles against opponents he invented in order to satisfy his ambition to rule the country.

As the current head of state, he demanded the resignations of the Prosecutor General and the Prime Minister in front of all Bulgarians, although he did not have this right. He demanded absolute power in the state.

Today’s (yesterday, b.r.) action of the head of state – to link the delivery of a mandate to form a government with the update of the budget, does not surprise me in any way. Rather, I am surprised by the silence of “Democratic Bulgaria”, “There are such people”, “Stand up BG! We are coming! ”, MRF and BSP, which, despite witnessing another extortion of the spirit and the text of the Constitution by President Radev, are silent again and again. In this way, they do not in any way help in the battle for the development and preservation of our democracy.

President Radev has no right to impose such conditions, he has no right to blackmail the National Assembly. All he has to do is follow the constitutional procedure.

It is extremely important to understand: we are in a constitutional procedure – the election of a functioning government. In no way does it allow the head of state to blackmail political parties with various beneficial actions.

The constitution has made it very clear what the path is. The spirit of the Constitution obliges President Radev, regardless of his interests, which must take a back seat. His re-election is not important here. His fictional battles are not important. It is important for Bulgaria to have an acting government sooner and the head of state is obliged to assist in this.

The head of state has the right to consult, but I want to emphasize again: if President Radev wanted to build on Bulgarian democracy and seek a balance between the institutions, he had to act in a radically different way.

First, he cannot play with one political force or another. Rumen Radev is the only Bulgarian head of state who went to the BSP plenum as incumbent president.

He cannot in any way disregard the Constitution and the laws. Unfortunately, Radev repeatedly failed to abide by the Constitution. Speaking of laws, he does not respect not only the Constitution, but also the law on the National Security Advisory Council, which obliges him to convene the highest security body in the country every three months. Moreover, I would say that President Rumen Radev has totally made senseless the National Security Advisory Council and this is one of his great crimes against the Bulgarian statehood. He made the CIS meaningless only because it does not export to him, as the CIS is a body for seeking agreement on strategically important topics for Bulgaria, and what is more important than security.

Today we are threatened by migratory pressure, today we are threatened by huge instability in our own country. The business has been deprived of the money it deserves under the European Recovery Plan because of the arrogance of President Radev, who stopped submitting the plan to the EU. Then he pointed out his own Deputy Prime Minister, who had to create such a plan, but here we saw the total failure of the caretaker government of Rumen Radev, which did nothing and practically deprives Bulgarian business of money.

What to say about the whole of Northern Bulgaria, which is enthusiastic about financing and finding a solution for the construction of the Hemus Motorway, and now it has turned out to be deeply deceived.

President Radev and his government stopped the highway and confiscated the money earmarked for it.

It is time for Rumen Radev to bear responsibility for his actions, which are against the Bulgarian statehood and which have repeatedly violated the Constitution.

It is time to go out and say clearly: linking the personal interests of the re-election of Radev with the procedure for forming a government of Bulgaria is another brutal violation of the Constitution, which we must confront.
