Only condition in September because it will be 20-25 degrees in NY.
The month before is too hot and the month after too cold for me.
Personally I would stay ten days no more because NY is very expensive.

No budget criteria (I adapt to who I would go with)

Hotels, Hostels, Airbnb or Homestays (French it would help).
We don’t have to have the same tastes for visits, outings, etc. But it’s a plus if we agree on things to do together.
Otherwise we can share this trip only to reduce the cost of accommodation (split the note)
