It seems that the ~ 250W PL2 that came with the last generations of 14nm processors was not a temporary tax on the missing 10nm process, but rather a trenderm, as the advent of a new process will not return the energy side to the old tracks.

It is worth noting that the materials also contain values ​​for Raptor Lake. He is the successor Alder Lake, which, according to available resources, relies on tightened large cores and twice (16) small cores.
