The Federation of Associations of Pig Livestock Producers of Castilla y León (Feporcyl) will present a structural governance proposal for the implementation of the circular economy and the bioeconomy of the agricultural and agri-food sector of the Community to the Next Generation-EU Funds and the Plan Recovery, Transformation and Resilience of the Government of Spain.
The project presents a new system of co-governance and structural change in the sector, in the management and sustainability of facilities, and aims, among other objectives, to reduce the water and carbon footprint, reduce greenhouse gases emitted and avoid the accumulation of slurry. of pigs within the facilities for the improvement of animal welfare.
Feporcyl recalled that it carries out intense work to implement new comprehensive technologies for the treatment and recovery of by-products such as biogas, microalgae, and organic fertilization of crops. With them, the sector seeks to reduce the environmental impact of pig farms and facilities and thus become a benchmark in the new PAC policies and population fixation in rural areas.
In this sense, he added that it is intended to change the premise of an environmental problem into a circular solution in crops and technological development within a circular economy and bioeconomy system within the framework of the European Green Pact-Green New Deal and the Strategy of Circular Economy Spain 2030.
The proposal, which will be developed in Castilla y León, has a budget of more than 90 million euros of total investment of the initiatives, and affects actions throughout the agri-food value chain and capillarity with a wide group of small and medium-sized companies companies belonging to and collaborating with the productive and innovative ecosystem of Feporcyl.
150 jobs
According to the project prepared by the Federation, the 2021-2024 development scenario would generate more than 150 jobs directly and more than 300 indirectly, as well as the maintenance of more than 150 jobs, with investments in the provinces of Soria, Burgos, Valladolid, Segovia, Salamanca and Ávila.
The strategic proposal intends to be from its origin, a benchmark within the circular economy processes, sustainable agriculture, the reduction of emissions and the digitization of processes, generating new agro-livestock models and being able to act to achieve the objectives set by the Transformation Plan of Spain in collaboration with the regional administration.
The Federation presented to the Vice-Ministry of Rural Development of the Ministry of Agriculture, the projects prepared in collaboration with CEOE Castilla y León, which will be presented within the period, opened by the Government, to the Expressions of Interest focused on environmental sustainability and the promotion of the circular economy at the company level.
“We want to favor with our activity positive social, economic and environmental impacts to establish population in rural areas and achieve the socio-economic development of our areas of action, which are part of emptied Spain”, explained the president of the Federation, Miguel Ángel Ortiz , which considers that this is the time to take on new challenges from the sector with a view to contributing to a better future for all.
“Despite the national and international situation, this has been an excellent year for white-coated pigs, in growth, economic and also in terms of employment and development. The sector it represents can be an important “engine, with a driving effect on other sectors, in the face of the recovery of the economy, since we hope that 2021 will be an even better year,” he said.
Work in training
The project ambitiously and realistically estimates a minimum average emission reduction of 2,000 tons of CO2 equivalent per farm-facility participating in the project and year.

The development plans for the sector include intensive training work. “Without investments in this sense we cannot move forward,” said the president of pig producers, who advocated “achieving full professionalization of all those who work in this sector.”
Feporcyl was born in 2018, promoted by the provincial associations of Soria, Burgos, Ávila and Valladolid and was established within the CEOE of Castilla y León.
