The new physiotherapy zoning came into force on November 1, 2024, following the signing of decree no. 2024-17-0457, by the General Director of ARS Auvergne Rhône-Alpes, Cécile COURREGES.
Physiotherapy zoning, what are we talking about?
Zoning is a geographical classification methodology implemented by the ARS. Its objective is to distribute the provision of care according to the health needs of the territory.
Zoning is revised every two years in order to adapt to demographic changes and new health needs of the territories.
What are the areas defined by zoning?
The decree of March 20, 2024 defines a national methodology to define the new zoning.
The methodology is based on the Localized Potential Accessibility Indicator (APL).
Each living area, city or canton is then classified according to its APL indicator.
The region is thus divided into 4 zones:
- Very under-resourced areas
- Under-resourced areas
- Intermediate zones
- Non-priority areas
The URPS worked jointly with the ARS to best optimize the distribution of zones in the region.
Very under-resourced areas
In the Auvergne Rhône-Alpes region, 11.2% of the population is located in very under-resourced areas.
Health professionals located in very under-resourced areas are eligible for incentive aid for installation or maintenance.
Installation aids:
- For the takeover of a practice: €49,000 paid in 5 installments out of 5 (amount subject to conditions)
- In an existing office: €34,000 paid in 5 installments over 5 years (amount subject to conditions)
Help to maintain activity:
Aid for maintaining activity has been increased to €4,000 per year for 3 years.
Help with welcoming interns
Assistance for welcoming interns has been increased to €300/month.
Non-priority areas
In the Auvergne Rhône-Alpes region, 33.9% of the population is located in non-priority areas.
The principle to remember for non-priority areas is the “1 arrival for 1 departure” rule. This rule requires the designation of a successor within 2 years and an activity of at least 1,200 acts in the year preceding the cessation.
Non-priority zones are subject to regulation of the agreement, governed according to the rules of amendment 7 of the agreement. However, it remains important to study the exemption arrangements.
