- Allegations from the investigating authority:
The investigative authority assumes that the amount of imported cement has increased continuously in absolute terms during the period 2019 – 2023, namely: The total amount of imported cement increased by 10% in 2020; 17% in 2021; 5% in 2023. Relatively speaking, the import share in POI also increases from 30% in 2019 to 47% in 2023 and 51% in 2024 (January to June).
According to DTI, due to increased imports, the domestic manufacturing industry suffered heavy losses such as decline in market share, decline in sales and profits, reduction in prices, etc. The increase in imports is the main cause of the losses in domestic production.
Therefore, DTI initiated its own investigation into the incident. According to the regulations, related parties are exporters, importers and organizations within and outside the Philippines and have the right to express their views and comments on the case (including comments on the impact of the incident and taking measures in the public interest). .
In addition, DTI announced that Vietnamese export companies will have to answer an investigation questionnaire in this case.
