NEW YORK – A 27-year-old Philadelphia man is charged with animal cruelty after a traffic stop in New York City in which eight malnourished dogs were found in his car, seven of which were discovered inside a dumpster with a lid, the local district attorney said.
Queens District Attorney Melinda Katz announced on Thursday that Ravon Service was charged with torturing and failing to feed and drink animals in connection with the Rego Park police arrest on Saturday.
The service was indicted on eight counts of failing to provide adequate food and drink to a seized animal; eight counts of excessive driving, torturing and injuring animals/deprivation of sustenance; seven counts of animal cruelty carrying and movement violation.
According to the allegations, on November 26, at around 4:00 p.m., a police officer stopped duty near the intersection of Woodhaven Boulevard and Furmanville Avenue to have a loud exhaust sound from the engine of the 2001 Lexus he was driving. The police officer observed a large dog in the back seat of the vehicle that looked “emaciated and showed protruding bones in the rib, hip and back areas,” according to the district attorney’s office.
Upon further searches, police found seven puppies in the back seat of the car in a plastic container with a lid that did not supply enough air and did not contain food or water.
The animals were taken to a local veterinary hospital where the adult bitch was treated for malnutrition and the seven puppies were treated for diarrhea symptoms.
Service is scheduled to return to court on February 10. If convicted, he faces up to two years in prison.

“Thankfully, these voiceless and helpless victims were rescued from their miserable circumstances,” Katz said. “Cruelty to animals is unacceptable and illegal and we will hold the abusers accountable.”
