Against the expensive gasoline, the government intervened with resources beyond the hypotheses: in the energy decree a cut of 25 cents on gasoline excise duties was ordered, but in addition to the cut in fuel prices, the executive also provided for a bonus of 200 euros for refueling to be allocated to companies.

“Unlike the previous measures, most of today’s interventions are not financed by the public budget, but by companies in the energy sector”Draghi said at a press conference, presenting the measure with measures to counter the surge in energy costs, aggravated by the effects of the war in Ukraine.

During the presentation of the decree, which allocates 4.4 billion more than the 16 billion already made in the last 6 months to stem the expensive energy, the prime minister stressed that it is no longer “tolerable” during an “emergency situation” and “national security” to allow the Italian economy to be at the mercy of possible speculations (here we have summarized the measures of the new energy decree).
For this reason, compared to the 10-15 cents envisaged in the first drafts of the decree, the government has ordered a sharper cut in excise duties on petrol and diesel, for 25 cents per liter until April.
This is a “timed” measure on taxes that affect energy prices as, as explained by the Minister of Ecological Transition, Roberto Cingolani, “the fluctuations are now such that committing too long could become counterproductive. We go on short periods and then we organize ourselves in real time by seeing forward contracts ”(here we talked about its proposal for a mobile excise duty on fuel).
In the conference presenting the decree, Cingolani also added regarding the cost of energy that increasing Italian gas production is an “urgent” response to the war, but exploring new fields “would not be an immediate answer. We have to go towards diversification through functioning fields, by contracting new supplies ”.

However, the intervention turned out to be higher than expected and was also supported by a contribution for fuel to the companies: 200 euros of petrol vouchers sold free of charge by private companies to employees, who do not contribute to the formation of income.
With regard to the methods of disbursement of the bonus, it is likely that the companies will coordinate with the trade unions through agreements that will regulate them in detail, but it is possible that the companies decide to grant the benefit unilaterally.
In addition, the decree provides for the possibility for Sace to grant guarantees up to 10% to banks and financial institutions for loans granted.
