Petr Hartman: The effort to increase the salaries of civil servants

At the same time, some employees do not have a basic salary even in the amount of the minimum wage according to the valid tariff tables. In order to exceed it, all kinds of extra fees and personal evaluations are used. It is not surprising that there are no queues of applicants for such positions.

If a place becomes vacant, it is not easy to fill it again. At the same time, it is not easy to delete. For example, school canteens cannot cook without cooks. Quality treatment cannot be provided in hospitals without proper cleaning.

In short, the public sector cannot do without such employees. The question remains, does this apply to all civil servants?

It has been discussed for years that money should be found for the higher salaries of the quality and needy ones from the redundant ones who should be fired. There is no definite answer to who it is.

In general terms, politicians, economic experts and a large part of the public agree with the reduction of state administration. However, in real life it looks somewhat different. The number of civil servants is around half a million. From the available data and in comparison with previous years, it is clear that their ranks are not thinning.

At the same time, it is not only civil servants with whom some citizens associate the term civil servant. This also includes, for example, teachers, policemen, firefighters and other people paid from public budgets. For some professions, therefore, we cannot talk about a surplus and massive redundancies.

It might work for others. Especially in the 21st century, when a truly digitized state administration should save not only time, but also people. It is still quite far from this state.

An illustrative example can be the problems accompanying the digitization of construction management. In connection with this, there were even paradoxical considerations that an increase in their number could help overloaded officials. At the same time, the purpose of digitization should be the exact opposite.

Slimming down the state administration is not easy and cannot be done without political courage. At the time of the upcoming parliamentary elections, there is not an excess of it. It is not just about the current government.

As a result, the amount of money needed for the salaries of civil servants is constantly growing. At the same time, this is not significantly reflected in the income of a large part of them.

It also contributes to the fact that more money spent does not guarantee a better level of services provided by the state.
