KONTAN.CO.ID – JAKARTA. PT Pertamina is currently focusing on developing the Lawe-Lawe Terminal facility as part of its commitment to developing the National Strategic Project (PSN) Refinery Development Master Plan (RDMP) in Balikpapan.
This development is marked by the expansion of the construction of a crude oil terminal in Lawe-Lawe, North Penajam Paser Regency. Not only focusing on pursuing the construction of offshore pipelines (offshore) and land (onshore) With a total length of 41 km, two giant tanks with a total capacity of 2,000,000 barrels will later become the supporting components of the Lawe-Lawe Terminal.
Pertamina’s Subholding Refining & Petrochemical Corporate Secretary Ifki Sukarya explained that the Lawe-Lawe Terminal acts as an area for receiving, storing and distributing crude oil to Pertamina’s refinery in Balikpapan.
“In this Balikpapan RDMP project, we built a “Single Point Mooring” (SPM) with a capacity of 320 deadweight tonnage which functions to receive crude oil supplies from tankers. Crude oil from SPM will be stored at the Lawe-Lawe Terminal and distributed to Pertamina’s refinery in Balikpapan,” said Ifki in an official statement received by Kontan.co.id, Wednesday (6/10).
To support this process, PT Refinery Pertamina Internasional (KPI) Balikpapan unit is on track working on the construction of onshore and offshore pipeline facilities from SPM to Lawe-Lawe Terminal and from Lawe-Lawe Terminal to Pertamina Balikpapan refinery.
“The progress is good, including for the 20″ onshore pipeline from Penajam Station to the Balikpapan Refinery which is targeted to enter the pipeline deployment process in October 2021,” said Ifki.
Offshore and onshore pipelines of 52” and 20” and approximately 41 km long will connect important points starting from SPM, Tanjung Jumlai Beach, Lawe-Lawe Terminal, Penajam Station and Balikpapan Refinery.
All the pipes used in the Lawe Lawe project have been made domestically, both onshore and offshore, and the target TKDN achievement is at least 30%.
Ifki added, KPI Balikpapan unit also built two crude oil storage tanks with a total capacity of 2,000,000 barrels. This tank adds to the current tank capacity of 5.6 million barrels, bringing the total capacity to 7.6 million barrels.
“These giant tanks with a capacity of 2,000,000 barrels are carefully designed with soil improvement using the Stone Column method and Dynamic Compaction to increase land stability,” explained Ifki.
In parallel with these achievements, PT KPI Unit Balikpapan is undergoing development fire water tank and other supporting facilities such as steam and power generation, raw water cooling system, and fire protection system.

“In line with the mandate of the President of the Republic of Indonesia regarding the acceleration of refinery construction to support energy independence, through the Balikpapan RDMP Pertamina targets an increase in production capacity of 38 percent from 260,000 barrels per day to 360,000 barrels per day,” said Ifki.
As of September 2021, the Balikpapan OSBL RDMP ISBL EPC Project has achieved an overall progress of 41.55%, above the revised target of 40.00%.
As explained by Ifki Sukarya, the Balikpapan RDMP which is managed by PT KPI consists of 2 phases. “Phase 1, which is targeted for completion in 2024, aims to increase capacity to 360,000 barrels per day and produce quality products that meet Euro V standards,” said Ifki.
Meanwhile, phase 2, which is targeted to be completed in 2026, aims to increase the flexibility of crude oil supply and to produce more economical crude oil available in the market with a sulfur content of 2%.
Ifki admitted that the Covid-19 pandemic presented its own challenges for PT KPI to remain adaptive in continuing the Balikpapan RDMP project on an On Time, On Budget, On Specification, On Return, On Regulation (OTOBOSOROR) basis.
“Considering that the Balikpapan RDMP is a milestone in energy independence, PT KPI continues to strengthen strategic coordination with project partners. Despite the limitations during the pandemic, partner performance, including in the expansion of the Lawe-Lawe Terminal, remains reliable,” said Ifki.

“The Balikpapan RDMP is one of Pertamina’s largest projects with an investment value of US$ 6.5 billion. PT KPI’s spirit in overseeing this project is not only profit-oriented but also a form of PT KPI’s integrity in ensuring energy security in Indonesia,” concluded Ifki.
