All pensioners wait until January to be able to receive the increase in their pension due to the revaluation. For the equalization of pensions next year there is the important news that we will return to the three income brackets which guarantee the full increase in pension benefits only to those with pensions that do not exceed 3 times the INPS minimum payment, even if the second income bracket is revalued at 90%.
This equalization method, although not convenient for those whose social security treatment is between 3 and 4 times the minimum payment (which loses 10% on everything that exceeds the treatment in question by 3 times), is convenient for all others who they will see their pension revalued based on higher percentages.
But there are a certain number of pensioners who, surprisingly, will not be able to benefit from the revaluation of pensions next year due to what is contained in article 27 of the text of the 2025 Budget Law. Let’s see what changes and for whom.
No revaluation for these pensioners
The Budget Law provides that exceptionally only for the year 2025, the automatic revaluation of pensions will not be recognized to pensioners who reside abroad if they have overall benefits higher than the INPS minimum payment.
This means that the single payment received by the pensioner residing abroad must not be higher, but that the revaluation does not operate if the sum of the payments received by Italy is higher than the amount of the INPS minimum payment (which, we remind you, for 2024 has a amount equal to 598 euros if we consider the basic one and 614 euros if we consider the one increased by the extraordinary revaluation).
The same article of the Budget Law provides that if the pension received by the foreign pensioner is higher than the minimum INPS salary, but not higher than the minimum salary increased by the increase in the revaluation, the pension received will be entitled to an increase equal to the amount that would lead to competition of the increased treatment.
Who else won’t feel the revaluation?
Apart from foreign pensioners who, due to the 2025 Budget Law, will not receive the increase in their pension, there are other pensioners who will not see any increase in their social security check.
These are those who have had access to the pension with the social Ape: the measure, in fact, only provides for an accompaniment to the old-age pension through the provision of an allowance equal to the pension that would have been due at the time of the application (and in any case not exceeding 1,500 euros).
The allowance in question, based on the provisions of the legislation that introduced it, is paid for 12 months (the thirteenth is not foreseen) and is not subject to annual revaluation based on inflation.
