But now there are some news because the information site DDay asked the company for an official clarification, which arrived on time.

PayPal, new rate for inactive customer accounts? The clarification came directly from the company

Paypal has confirmed the existence of this new additional cost for customers, which applies to private consumers and merchants who have had their account inactive for more than twelve months. However, there are specifics for this condition to apply to users. For example, if there is no available money in the account, the tariff will not activate. In fact, the latter is triggered automatically only if the customer has a balance of more than ten euros on deposit.

If, for example, it is lower than this figure, PayPal will trigger the rate but the sum withdrawn cannot lead to the negative balance of the accountand this means that a slightly lower sum will still be withdrawn in this specific case.
