Your comparison is wrong, but I understand the confusion.

If I turn off Wi-Fi, I can’t connect wirelessly.
If I turn off 3G/4G/5G, I cannot make a mobile connection.
If I disable GPS, I cannot use (accurate) location determination.

These actions disable, to some extent, the hardware that provides this functionality. So the equation should be that if you disable NFC, you can no longer pay with your phone + banking app. However, it is not just possible to switch off the NFC chip in a debit card.

No regular payments that are immediately validated by your bank, because they are refused. Wireless payment on/off is just a tick in a system so that a certain action is always rejected, but it is still possible to physically perform the action.
