Payment of the solidarity fund in Hérault: “We are in the process of making up for the delay”

The explanations of Christine Magnaval, director of the State-Expertise pole at the DDFIP.

How to explain a delay of nearly a month following the solicitation of the solidarity fund, as happens to the managers of the hairdressing salon Studio 54?

“For companies that are eligible, known to the tax administration, identified with their Rib and who have not made an error in the request, it goes quickly. The request is processed by computer and the payment made in 2 or 3 days”, assures Christine Magnaval, director of the State-Expertise pole at the departmental direction of public finances of Hérault (DDFIP), who also says “sorry” for the company in question if it is within its rights.

If there is an error, the request is blocked and requires manual reprocessing, longer

As a reminder, the solidarity fund is a support system for companies set up with the health crisis, from March 31. The turnover for month X in 2020 is compared with that for month X in 2019. If it is less, a monthly compensation is paid, which can range from € 1,500 to € 10,000, depending on the case, for eligible businesses.

Faced with the complexity of the form, errors are frequent, especially with regard to the sector of activity. “If there is an error, the request is blocked and requires manual, longer reprocessing. We have a lot of manual restatements to do right now.”

Another problem: “Instead of putting the bank details of the company, some put their personal account. There too, it blocks. Banks have also reorganized themselves lately and companies have seen their account number changed. It has created a lot of delays because the computer system did not recognize the new numbers. A lot of people also checked “disco” when it was not. “

We only have 5,000 requests left today

The director of the State-Expertise pole recognizes a congestion due to these multiple reasons, with large volumes to be processed manually. “Yes, we have fallen a little behind but we are in the process of making up for it. Since March, we have paid 145,000 requests in the Hérault. We have had 28,000 to reprocess because of errors. more than 5,000 left today. “

Christine Magnaval gives some practical advice: do not increase the number of requests, which clog the system; if you cannot find your sector of activity, check the box “My company belongs to another sector of activity than those mentioned in appendices 1 or 2 of decree n ° 2020-371 of March 30, 2020 as amended” to avoid to be blocked ; do not defraud because “it delays everyone and it penalizes companies that really need help.”

The next form for the solidarity fund will be available in mid-January on the site impots.gouv.fr.
