Some of the Justice Party lawmakers who had opposed the forced termination of the filibuster, emphasizing the right to express themselves, also participated in the vote.

On this day, the filibuster was finished after 24 hours, which was scheduled for the Democratic Party’s Lee Jae-jung’s turn, but the last 30 minutes of discussion was given to Ho-young Joo, the power of the people, according to the negotiations with the opposition parties. According to the National Assembly Act, if more than three-fifths (180) of the registered lawmakers approve, the filibuster must be terminated and a resolution on the agenda must be proceeded.

The Democratic Party forcibly ended the filibuster on the amendment to the National Intelligence Service Act the day before. This was because in a situation where Corona 19 is getting serious, it is necessary to focus more on quarantine and taking care of the public.
