The problem of poverty in Bulgaria is becoming a key issue for Bulgarian democracy. This was stated by the chairman of the BSP, Mihail Mikov, at a press conference after a meeting of the Executive Bureau of the National Council of the party. The leftist leader’s comment was related to the local elections held in Sarnitsa, in which, according to him, the market approach in securing electoral support has acquired new and new dimensions.
“If this is how elections will be held in Bulgaria, it will increasingly decline in the ranking according to democratic criteria. And bags of flour, and bottles of oil, and threats, and extortion – the understanding of elections as some kind of bloody battle, and not as a way to ensure the representativeness of power, continues to develop. In this process, the authorities, in the person of GERB, and the DPS, which have demonstrated the same mechanisms, are also involved,” noted Mikov. “The poor people are very easily manipulated, pressured and threatened. The big problem with poverty in Bulgaria is turning into a key issue for Bulgarian democracy and its prospects”, stressed the leader of the socialists. He pointed out that the invalid ballots for municipal councilors are about 500, and 10 times less are the invalid ballots for mayor. According to him, in the protocols of the first round, nowhere is it reflected to which party the invalid ballots belong, and no one has been interested in this issue for a whole week – neither those in power, nor those participating.

The leader of the left added that the leadership of the Socialist Party has also discussed the changes in the legislation surrounding the KTB case, which, in his words, clearly do not produce the results that are promised to the public. “BSP Left Bulgaria twice agreed to participate in legislative measures that were supposedly directed against what is happening. It is obvious that the problem is not in the legislation, but in the fulfillment of the responsibilities – starting from the central management of the bank, the conservators, the prosecutor’s office, the police and reaching those players who on the business front are pulling the remains from the table of KTB’s bankruptcy” , said Mihail Mikov in response to a journalist’s question about the change of ownership of “Vivacom”.
The Chairman of the National Council drew attention to another issue that was debated in the Executive Bureau – the refugee crisis. He noted that as a consistent policy, thanks also to the representatives of the Bulgarian left in Europe, this topic was brought to the attention of the European institutions. “It is about the attitude towards Bulgaria, which, although outside Schengen, covers a border of 1,300 km and allocates very serious resources to solve both the problem of illegal crossing of the border and the humanitarian problem that causes the accumulation of large masses of refugees on Bulgarian territory territory”, emphasized Mihail Mikov.
Parvanov to answer who makes the decisions in ABV
Asked to comment on Parvanov’s words that the BSP has two leaders, Mikov replied that the ABV leader aims to be in the eye of the cameras by talking about the BSP. “I will not comment on processes in ABV. I heard that he had resigned, I heard that he had some problems with his parliamentary group and had frozen ABV’s participation in the ruling coalition, and I heard it one day before they voted on personal changes in the cabinet, in which they also participate”, continued the leader of BSP. “When the ABV parliamentary group voted for the withdrawal of the 10 percent reduction in minimum incomes, did they ask him about it?” Mikov also said. MEP Iliana Yotova expressed the opinion that Parvanov should first answer the question of who in ABV made the decision for their parliamentary group to support the debt of 16 billion and then ask who makes the decisions in BSP.
The executive bureau has also discussed the prepared changes to the Statute and various declarations to be adopted at the party congress on April 5, it became clear from the press conference, in which BSP deputy chairmen Yanaki Stoilov and Boyko Velikov also participated.
Boyko Velikov: Young people enter the management of the party
“One of the important changes in the statute that we are proposing is the introduction of a 20% youth quota in the municipal party councils and the National Council of the BSP”. This was announced by the Deputy Chairman of the National Assembly of the BSP Boyko Velikov. He added that the socialists propose to replace the delegated representation with this youth quota, which would be electable and have a separate list for young people. Velikov explained that several measures related to the confirmation of the clear hierarchy in the BSP regarding the decisions of the national and regional bodies, which concern all members of the party, are also being introduced. “With the changes, we are also introducing a measure to complement the composition of the municipal and national councils, because until now there were no such opportunities,” explained the socialist.
Velikov announced that a section in the statute on incentives and rewards in the party was also discussed, because of the need to impose a clearer system in this regard. “The issue of the mandate and the possibility of the National Assembly terminating the mandate of a relevant party body under certain conditions caused a lot of discussion,” added the deputy chairman of the BSP. He explained that there are proposals from various organizations and certain members of the party to abolish it, but the leadership of the BSP is on the opposite position and, according to him, the mandate should be preserved.
Yanaki Stoilov: BSP is the first party to propose what it will address to the people in the local elections
“The BSP is the first party to propose what it will address to Bulgarian citizens in the upcoming local elections.” This was stated by the deputy chairman of the BSP Yanaki Stoilov. He explained that this committed policy is proposed in 10 directions, which can be summarized as: more employment and income in the territories of the municipalities; secure life for people and their property; socially responsible municipalities; equal access to education and healthcare, and strong local self-government. Stoilov suggested that at least half of the funds needed for the maintenance of children in kindergartens should be taken over by the municipalities. “We propose, in addition to support for pensioners’ clubs, that day centers for the elderly be created where they can receive rehabilitation and food, and that other services be directed primarily to homes. To expand the scope of this social patronage”, explained the representative. Another proposal of the BSP is related to water supply in every populated place and to build sewerage where this has not been done. “We want every single municipality, even the smallest, to have a guaranteed supply of medicines, and every regional town to have at least one 24-hour pharmacy,” he added.
Stoilov is of the opinion that each of the mayoral candidates should propose one or two economic projects on the territory of the municipality that can lead to a reduction in unemployment. He gave the example of the municipality of Troyan, where unemployment was almost halved in about one term. “To a large extent, we rely on the local government, in addition to implementing its powers, to compensate for deficits in the economic and social policy of the government. This cannot be done at all, but with great efforts and mobilization, we intend to show this ability,” said the BSP deputy chairman. According to him, the population should be attracted to the local government through the creation of citizen advisory councils, through neighborhood and village councils, and many of the decisions should be coordinated with them. “They should be used to control the effective use of European and national funds, including the rehabilitation program,” he added.
