Partnership Agreement to Address Incivility and Delinquency in Tarn-et-Garonne’s HLMs

The social landlords of Tarn-et-Garonne have signed a partnership agreement with the prefecture and the Montauban public prosecutor’s office to better identify and deal with acts of incivility, nuisance and delinquency in the department’s HLMs. A device that facilitates the expulsion of troublemakers.

Noise pollution, verbal or physical violence, damage to common areas or vehicles… Social landlords are repeatedly confronted with acts of nuisance, incivility and delinquency in their real estate assets.

In Tarn-et-Garonne, faced with this situation, HLM managers decided to join forces with the department’s police and justice services by signing a partnership agreement.

Thanks to this system we can exchange information on troublemaking tenants. This file sharing allows for more efficient processing of cases“, says Jan Jonathan, head of peace and security at Alteal, a social landlord with more than 14,000 social housing units in Occitanie.

This type of partnership has already been in place in Haute-Garonne since 2016 and in Gers since 2021.

In Tarn-et-Garonne, the 11 social landlords in the department have signed this agreement. 18,000 homes are affected.

A concrete example to illustrate this collaboration? In the event of repeated noise pollution, social landlords have access to handrails provided by neighbors. A wealth of valuable information to summon the offending tenant, place him in residence or even evict him when all avenues have been exhausted.

For their part, the Police or Justice services can also ask social landlords to collect testimonies, collect information, and allow access to common areas.

This partnership allows police forces to have rapid access to common areas. For example in the event of excation in a building hall or squatting in the cellars. Their action is thus more effective“, welcomes Bruno Sauvage, the public prosecutor of Montauban.

For the magistrate, this tripartite collaboration makes it possible to prevent and repress in a coordinated manner.

This is undeniable added value for business processing. But it’s not miraculous either. Incivility, trafficking and degradation have not yet been eradicated ” says manager Jan Jonathan.

The main objective of social landlords is to speed up eviction procedures in more serious cases.

In Haute-Garonne, 6 evictions were ordered by Altea since the beginning of the year.
