Part of taxes will be raised in Ukraine: the parliament supported the bill

The Verkhovna Rada Committee on Finance, Tax and Customs Policy supported the Cabinet’s bill No.5600, which can bring about UAH 60 billion to the budget. The document envisages the introduction of VAT at a rate of 20% on the purchase of housing in new buildings, an increase in the tax on cars, an increase in excise taxes, in particular, on tobacco products.

Now the tax on cars is paid by those Ukrainians who own a car worth 375 minimum wages (UAH 2.2 million), and under the new rules, they want to tax it if the price exceeds 200 minimum wages (UAH 1.2 million).

Ordinary Ukrainians (individuals) must pay 5% tax when selling real estate, and companies – 18%. The Ministry of Finance proposes to introduce a norm according to which, starting from the third apartment, ordinary Ukrainians will have to pay the same amount as companies.

Individual entrepreneurs in the fourth group of the single tax (farmers) will have to pay more for each hectare. So, they plan to revise the following rates:

  • for arable land, hayfields and pastures – from 0.95 to 1.9;

  • for arable land, hayfields and pastures located in mountainous zones and in Polissya territories – from 0.57 to 1.14;

  • for perennial plantations (except for perennial plantations located in mountainous zones and in Polissya territories) – from 0.57 to 1.14;

  • for perennial plantations located in mountainous zones and in Polissya territories – from 0.19 to 0.38.
