Apart from everything else (revanchism, resentment, frantic desire for a physical confrontation with the opposition), this statement shows a striking ignorance of the terms, stages and procedures by which the criminal process in our country is developing. The administrative process in Bulgaria is the fastest in the EU, and yet it takes about a year for a case to go through the two instances where this type of case is currently pending. Unlike the administrative process, the criminal process is much more formal (and it should be, because it enshrines much more serious rights of the defendant), there are pre-trial and court phases, and the court must develop in three instances, possibly cassation ( the third instance) to return the case to the appellate (second) instance for reconsideration, which in practice becomes five instances.
There is no way a case of high factual and legal complexity, such as corruption cases against ministers, can be closed in eight months, except in the unlikely case of the accused pleading guilty and reaching an agreement with the prosecutor’s office. It is inadmissible for the head of the executive power in the state not to know such basic principles.
Among other things, this raises the question of what exactly the 17 prime ministerial advisers are doing, to whom we pay salaries, and why none of them warned Prime Minister Kiril Petkov (PKP) not to expose himself in this way.
The claim of the PKP that it was aware of the course of investigations in the European Public Prosecutor’s Office raises the question on what grounds the chairman of the executive branch receives information for investigation from the competence of the independent authority and who is responsible for illegal breach of investigative secrecy. The answer to this last question, I suppose, should be of great interest to the head of the European Public Prosecutor’s Office, Laura Coveschi, who must be contacted by him.
