New Delhi. The five-day special session of Parliament is going to start from Monday (September 18). The special session is likely to begin with a discussion on the 75-year journey of the Indian Parliament since it first met in December 1946, before independence. Ahead of the special session of Parliament, the Center has released a provisional agenda for the proceedings. An all-party meeting was held on Sunday to brief the leaders and seek their views during the five-day meeting from September 18 to September 22.
In the all-party meeting called from the Parliament session, many parties including Congress and NCP have strongly advocated for tabling and passing the Women’s Reservation Bill in the House. Many leaders said that the long pending bill should be tabled in the House and expressed hope that it could be passed with consensus.
Special session of Parliament: What’s on the agenda?
The formal transfer from the old Parliament building to the new building will be done on September 19 on the occasion of Ganesh Chaturthi in a special session. Apart from this, four major bills including changes in a bill to regulate the appointment, conditions of service and tenure of the Chief Election Commissioner and other election commissioners are also likely to be introduced in Parliament.
Parliamentary Affairs Minister Prahlad Joshi said that the session will be held in the old Parliament House on the first day. Next day i.e. on 19th September, there will be a photo session in the Old Parliament, then there will be a function in the Central Hall at 11 am. After that, we will enter the new Parliament. The session of the new Parliament will begin from September 19 and regular government work will begin from September 20.
Discussion on 75 years of Indian Parliament’s journey
The Center has prepared an outline for a special discussion on the 75-year parliamentary journey starting from the Constituent Assembly. It will include analysis of achievements, experiences, memories and learnings along with presentation of five pending bills. Top government sources said that during the special discussion on the 75-year journey of Parliament starting from the Constituent Assembly, Prime Minister Modi may be the first Speaker in the Lok Sabha, while Piyush Goyal will be the first Speaker in the Rajya Sabha.
Special session: Important bills may be introduced
During the session, the government has listed the Bill related to the appointment of the Chief Election Commissioner and other Election Commissioners for consideration and passing. Apart from this, the government will also introduce ‘Advocates (Amendment) Bill, 2023’ and ‘Press and Periodical Registration Bill, 2023’ in the Lok Sabha. Both the bills were passed by the Rajya Sabha during the monsoon session last month. The Post Office Bill, 2023 has also been listed in the business of the Lok Sabha.
‘India’ group also agreed
A total of 24 parties of the India Alliance group have agreed to participate in the special session of Parliament. Congress Parliamentary Party President Sonia Gandhi has written a letter to Prime Minister Narendra Modi demanding discussion and debate on many issues including the current economic situation of the country. Meanwhile, the Congress on Saturday demanded that the Women’s Reservation Bill be passed during the upcoming special session of Parliament.
