The reactions prevailing in the Hellenic Socialist Party were expressed on the floor of the Parliament by the Honorary Chief of Police and Major General Tasos Dimoshakis, asking to “correct” the article 63 of the draft law of the Ministry of the Interior regarding the “expenses of moving police personnel to cover emergencies and unforeseen needs”.
Specifically, the provision provides for the extension until the end of the year of the ceiling amounting to 1,350 euros for “expenses for the movement of police personnel to cover extraordinary and unforeseen needs”. What angered EL.AS trade unionists is that the controversial regulation has retroactive effect, which means that those police officers who exceeded the spending limit will have to put their hands in their pockets.
Given these facts, Mr. Dimoshakis reported from the floor of the Parliament about the provision, whose authorship is the Ministry of Citizen Protection:
“Article 63 of the Ministry of Citizen Protection has been added to this law, which concerns the costs of off-site execution of police service for an emergency mission. After HQ deployment, such as large-scale, crime-fighting operations and other extraordinary and dangerous missions of high operational interest and character. The additional provision needs a second look, I am sure it will be in the spirit of justice and for the benefit of themselves and their families and should be amended or corrected. Following this, I propose that the retroactivity be corrected and supplemented and that the provision of article 63 be deleted so that with a cleaner and fairer thinking, it can be examined from a zero basis, as the popular sentiment of a central organization of the Greek state wishes.”
Article 63 of the bill in detail:
The validity of par. 1A of article 74 of Law 5108/2024 (A’ 65), regarding the costs of moving police personnel to cover extraordinary and unforeseen needs, is extended from its expiration until 31.12.2024.
Paragraph 1 of Article 74 of Law 5108/2024 (A’ 65):
The amount of overnight accommodation expenses, for all police personnel and Special Guards who are seconded or moved temporarily, by decision of the Chief of the Hellenic Police, to support the Services that fall under the local jurisdiction of the General Police Directorates of Attica and Thessaloniki respectively, from on 1.6.2024 up to and including 31.8.2024, as well as for all police personnel and Special Guards who have been seconded or moved temporarily in accordance with par. 1 for the period from 1.6.2024 up to and including 31.8.2024, set at a maximum monthly limit of one thousand three hundred and fifty (1,350) euros, in derogation of article 37 of Law 5079/2023.
