Parliament cancels Lukoil’s monopoly on oil storage in Bulgaria, sparking debate

The Parliament finally canceled the clause giving the Burgas refinery “Lukoil” a 100% monopoly on the storage of oil in Bulgaria.

The changes were voted en bloc with 117 votes “for”, “against” – two and 48 – “abstained”, specified BTA.

According to the adopted texts, economic operators and/or storage companies that have the opportunity to provide oil and oil products and/or have free vessel capacities for storing stocks for emergency situations on the territory of other member states of the European Union apply this right up to 50 percent of the individually determined stock levels for the relevant categories of petroleum products and oil.

Any specific delegation is allowed at the request of the obliged person after prior permission from the competent authorities of the other member state of the European Union, in whose territory the stocks will be stored, and subsequent permission from the agency, according to the adopted regulations.

In the course of the debates, Dragomir Stoynev from “BSP for Bulgaria” commented that the adopted texts return to the previous situation. You, in this parliament, do not know what you are doing. It’s best, just don’t offer anything at all in the energy sector, insisted the MP. His colleague Rumen Gechev added that the changes only bring chaos to oil and oil product stocks. He commented that during the first reading of the bill he warned that even 50% storage cannot be achieved after three months. These anti-Russian laws are causing damage to Bulgaria, Gechev insisted and asked who was the author of these proposals to demand his resignation.

Delyan Dobrev from GERB-SDS replied that this proposal came from the Ministry of Finance. The person you are looking for and asking for resignation should be Asen Vassilev, he added.

In the first reading, the parliament agreed to drop the obligation for economic operators to store 100% of the oil and oil products stocks in the country.
