Parliament adopts new laws on decentralization and democratic process

(Official Togo) – The deputies adopted on Friday in plenary three bills strengthening the democratic process underway and the decentralization of the Republic. These texts were those approved in a consensual manner by the political actors brought together in national consultation, and endorsed by the government a few weeks ago.

The three new laws relate respectively to the electoral code, decentralization and local freedoms, and peaceful public demonstrations.

Concretely, the new versions modify provisions related to the Independent National Electoral Commission (CENI), the revision of electoral lists, the authentication of ballot papers, the sponsorship of independent candidates, the presidential election, the deadlines for submitting candidatures. for regional and municipal elections, the composition of regional bodies, or the bans on demonstrations.

On this last point in particular, the new version on the issue stipulates in particular that “peaceful meetings or demonstrations on public roads and in public places may not be held before eight (8) a.m. or after five (5) p.m., i.e. 9 a.m. during which a demonstration can take place”.

Other texts resulting from the national consultation should also be submitted in the coming days to parliamentarians.
