Parliament adopted the Ombudsman’s annual report by 190 votes – 2024-08-22 15:24:22

/ world today news/ Today in the plenary hall of the National Assembly, the deputies from all parliamentary groups unanimously adopted the Annual Report on the activities of the Ombudsman of the Republic of Bulgaria for the year National public mediator Maya Manolova made a detailed presentation of the work, emphasizing that for her and her team, 2016 was a year of action and results.

“As much as my team and I tried to highlight the most important points in the report, we could not fit it into less than 230 pages. What I tried to do is to condense all the powers and capabilities of the ombudsman, to build on and change , figuratively speaking, four things. First of all, I tried to make the institution proactive – not just a complaint distribution station, but an active ombudsman who is on the ground and meets the problems of citizens on the spot,” said Manolova when presenting the report to the people’s representatives.

She emphasized that she strives for the institution of the ombudsman to be absolutely transparent. He informed the MPs that he relies extremely heavily on the expertise of the top lawyers who are part of the Consultative Constitutional Council to the institution.

The fourth thing that the ombudsman noted is that in solving the specific problems of the citizens, she managed to make the institutions at the central and local level, as well as the hundreds of non-governmental organizations, her allies.

The ombudsman presented the year in numbers, from which it became clear that 27,037 citizens sought help, 17,362 people were consulted at the reception, including 1,109 personally from Manolova. There are 27 organized reception centers in the country, but the visited settlements for specific problems are 50.

10,640 pcs. complaints and reports from citizens were received, 3,138 of which were from users of public services. The institution has organized 18 round tables and public discussions, 11 legislative initiatives have been made, the Constitutional Court has been referred 4 times, 4 are special reports, and there are 5 national campaigns with a large public response, under the auspices of the ombudsman.

More details in the presentation:

The chairman of the committee on legal affairs, Danail Kirilov (GERB), emphasized that the efforts of the ombudsman should be appreciated and supported.

“It is indisputable that a wide-ranging activity was carried out. It is indisputable that a large part of the events and actions produced the desired effect. I would say that the benefit in protecting the rights of citizens has been achieved. I believe that we should appreciate and support these efforts and wish the ombudsman to have as many facts, circumstances, achievements to report to the National Assembly in the next annual reports as well,” Kirilov said.

The chairman of the committee on children, youth and sports Slavcho Atanasov (OP) pointed out that the personality builds the position of the ombudsman institution, which is suitable for Manolova, since she is very active. BSP Chairman Kornelia Ninova outlined Manolova’s activity as an ombudsman in three words – content, trust and results.

Boryana Georgieva from PP VOLYA pointed out that the report of the national public mediator, given the number of complaints, is quite alarming because it is a “mirror of a poorly functioning management system” and their parliamentary group will insist that the administration become a “servant of the people”.

“This is the year of dissatisfied citizens, because the report shows that there is a serious increase in complaints. People who have sought help from the ombudsman on various issues,” said Jeyhan Ibryamov from DPS, deputy chairman of the Commission on Religions and Human Rights.
